About
Almost 25 years of work experience with the EU development assistance for HR and VET Reform, SMEs development, Labour Market, PA reform, health, Justice, Education Policies Development in several industrial sectors and Grant design and management for all those sectors. Proven familiarity with the development cooperation mechanisms under EU -Tacis, Phare, Meda, FED- DFID, WB Millennium Challenge corporation and other bilateral donors’ (design, finance, operations’ management, procurement of goods, works and services, monitoring, evaluation and quality assurance)
Over 20 years’ experience as director and TL in international consulting companies, included in the list of the 5 main suppliers of TA to the EU (WYG International and Progeco SRL.) and design, management and administration of over 110 Technical assistance programs (small projects are listed annex). For the projects listed under Progeco ‘s record I have managed the full process from EoI to final reporting, including hiring of international and local staff and setting up of Consortium agreements for WYG international I had developed the Technical Proposals in my areas of competence.
Over 19 years’ experience as Team leader designing and implementing TA programs il low and medium income countries, with over 10 years’ experience in institutional capacity building for ministries of Education, Labour, Agriculture, Finance, Justice, Interiors, Infrastructure and more than 9 years of work experience in post-conflict countries, as proven for example in Congo-Brazzaville, Somaliland, Mozambique, Tajikistan, Guinea Bissau, Serbia, B&H Comoros, Niger and working experience in the Middle East.
More than 10 years’ providing specialised advice to the governments with focus on HR development and infrastructure issues and covering areas such as institutional development, education planning, budgeting and monitoring, business enabling environment, PP partnership, policy making, policy reform, organizational change;
Experience in training State ministries’ staff, Local Development Agencies, Associations of entrepreneurs and Civil Society Organisations for administrative framework design, evaluation and management, Labour Market analysis and reform, Decentralisation, Organisational reform, Grant’s regulations, Procurement of goods, services and works, SMES’ development, NGO development and assistance, Assistance to disadvantaged groups, with a sound experience in managing complex organisations, board of directors, large steering committees and evaluation committees and very good financial, diplomacy, management and networking skills.
Experience in evaluation of funding proposals and management of co-funded grant schemes and projects (international donors and Local Government) in EU, Balkans, African and Central Asian countries and in the preparation of the legislative and operational framework for grant development. Experience in the e-monitoring and e-management of grant applications.
Full knowledge of projects’ management procedures including PCM, financial, HR, evaluation, reporting, procurement of goods and services and evaluation of procurement tenders jointly with the ability to provide policy advice for economic and educational development. Experience in the management and control of Framework contracts, and as Imprest administrator and regisseur in FED contracts.
Sound experience in the setting up, management and representation of SMEs and cooperative and social companies and for 10 years CEO of the AGF – General Training Agency of the Cooperative League in the Emilia Romagna Region, one of the biggest Italian training and consultancy agencies. AGF was in charge of the financial management of ESF support, acting as administrator of the subventions for an average amount exceeding 8 Million Euro per year . All interventions were tailored on the specific needs of 1700 companies’.. (Representing 30%of the regional GDP)
