Senior Architect and Urban Planner holding a Master’s degree in urban development and a University degree in Architecture / Urban planning with 20 years of professional experience. Qualification 1 – Project Management: well acquainted and familiar with different types of construction, physical, rural and urban planning, infrastructure related projects, social, economic and WASH infrastructure in all stages. In particular, very good skills of the principles and working methods of Project Cycle Management; and knowledge of making an overall independent assessment and evaluation about the performance of a project, paying particularly attention to his impact against its objectives; identify key lessons and propose practical recommendations for follow-up actions. Qualification 2 – Emergency and Recovery operations: extensive and sound experience working in a post-conflict or post-disaster environment; experience in technical support to affected communities through shelter and infrastructure rehabilitation projects, in complex environments; strong familiarity with emergency and recovery operations; an ability to determine and implement appropriate medium to long term solutions in situations with limited facilities and under strict deadlines (Thailand/Lebanon/South Sudan/Jordan, Syria, Sudan, Iraq)
Qualification 3 – Urban Development / Local Governance: knowledge, understanding and management of theories, concepts and approaches of issues in sustainable urban development including political and spatial planning dimensions of human settlements at international levels; management, planning, monitoring and supervision of urban and territorial project activities; expertise in area-based (neighborhood) approach in post conflict urban context with protracted displaced refugees; urban profiling through participatory consultations and preparing reports including strategic and action plans to inform decision-making (Lebanon/Mozambique, Syria, Iraq). Qualification 4 – Infrastructures: relevant experience at technical level of construction coordination, planning and managing of works in design and construction field; experiences in management of projects, administration, logistics, financial and human resources; competence in feasibility assessment and costing, monitoring of construction and rehabilitation works; tendering procedures (procurement), supervision of contracts, site management, BoQ, cost control, contracts, financial agreements and contractor’s consultancy (as a professional in Italy/Mozambique/South Sudan/Jordan, Syria). Qualification 5 – Institutional Support: competences in technical and institutional assistance to local Governments and Municipalities to plan, coordinate and implement recovery support, urban or infrastructure development projects (Mozambique/Lebanon/Syria). Qualification 6 –Participatory Processes: demonstrated knowledge of participatory processes in planning and design; ensure efficient implementation and construction of houses through an owner-driven methodology by the adoption of strong community mobilization practices and innovative programming methodologies. Collaborated with international Donor Organizations (UNHCR, UN Habitat, UNICEF and Italian Agency for International Development). Strong leadership, managerial and communications experience and skills and the ability to work with international, multi-disciplinary teams in culturally sensitive environments. Excellent written and oral communication in English and Portuguese and the ability to prepare and synthesize lengthy and complex documents.
