The Addis Ababa Office of the Italian Agency for Development Cooperation is inviting proposals from non-profit entities for the realization, only for the component relating to South Sudan and Ethiopia, as part of the following Initiatives:


  • Emergency response program, support for basic services and reconstruction of the socio-economic fabric in the areas affected by the South Sudanese crisis in South Sudan, Ethiopia and Uganda", referred to in the Resolution of the Deputy Minister of Affairs Foreign and International Cooperation.
  • Response to the complex South Sudanese emergency in South Sudan, Ethiopia and Uganda ”, referred to in the Resolution of the Deputy Minister of Foreign Affairs and Cooperation.
Objectives
  • The objectives of the initiatives covered by this Call for Proposals are:
    • General objective: to improve the living conditions of the most vulnerable sections of the population affected by the South Sudanese crisis in South Sudan and Ethiopia.
    • Specific objective: to improve access to basic services and to reconstruct the socio-economic fabric through interventions aimed at creating resilience, with the aim of achieving a sustainable impact in the medium-long term and results that go beyond reply immediate emergency and that lay the foundations for the development of the country, the reconstruction of civil society and the well-being of local populations.
    • To strengthen the resilience and living conditions of local, refugee and host communities towards episodes of conflict and sub-national violence that deteriorate the security of the context by aggravating the humanitarian needs of the population, and to climate change, preventing the degradation of the surrounding environment.
Sectoral Framework and Needs Analysis
  • The priority sectors for the South Sudan component of this Call for Proposals are:
    • For projects presented in lot 1 (AID 12459): Health and Nutrition;
    • For the projects presented for lot 3 (AID 12629): Agriculture and Food Security.
  • The priority sectors for the Ethiopia component of this Call for Proposals are:
    • Or the projects presented for within lot 2 (AID 12459) with a specific geographical focus on the Gambella region: Water, Hygiene, Environment, Territory, Natural resources management, Climate change;
    • For the projects presented for lot 4 (AID 12629) with a specific geographical focus on the Gambella and Benishangul-Gumuz regions: Health and Nutrition, Agriculture and Safety Food.
  • The secondary sectors for both countries are:
    • Water, Hygiene, Environment, Territory, Natural Resources Management, Climate Change;
    • Protection;
    • Gender equality;
    • Protection and inclusion of minors;
    • Protection and inclusion of people with disabilities.
    • Support for endogenous development;
    • Education;
Funding Information
  • LOT 1 - South Sudan projects , up to the amount of: Euro 3.400.000,00
  • LOT 2 - Ethiopia projects (Gambella), up to the amount of:Euro 1.000.000,00
  • LOT 3 - South Sudan projects , up to the amount of: Euro 3.600.000,00
  • LOT 4 - Ethiopia projects (Gambella - Benishangul-Gumuz), up to the amount of: Euro 1.000.000,00

The emergency initiatives, lasting 24 months, will be managed by AICS of Addis Ababa in close collaboration with local counterparts and in coordination with the Embassy of Italy in Ethiopia.

Beneficiary
  • The beneficiaries of the Initiatives are South Sudanese local communities, internally displaced persons, refugees,returnee and host communities, with particular reference to the most vulnerable categories such as people with disabilities,omen and minors.
Location of Intervention
  • The intervention will develop in geographical areas with a high concentration of South Sudanese refugees in Ethiopia and vulnerable communities in South Sudan, without prejudice to the need to operate in areas where minimum safety standards can be guaranteed (especially for the South Sudan).
  • Specifically, as regards South Sudan, the areas of intervention envisaged are exclusively related to the IPC 3 or higher level areas (Integrated Food Security Phase Classification 3 Crisis, 4 Emergency or 5 Catastrophe / Famine) of all the states of the national territory, prioritizing the geographical areas that will be most affected by the reduction of funds by the international community, planned to date in the health and food safety sectors.
  • CSOs are encouraged to submit project proposals that include:
    • Interventions where possible carried out with Cash & Voucher Assistance mode (MPCA, UCT, CFW, SSN,etc)
    • A clear articulation of how the Complaints and Feedbacks mechanisms will be managed in the monitoring plan and impact assessment of the project proposal. In the case of ATS, multisectoral interventions that present an integrated and joint monitoring approach will be favorably evaluated, for example in the definition of common outcome indicators, common objectives and targets , etc
    • A Triple Nexus (HDP) approach, where applicable.
    • Solid gender and environmental impact analyzes.
    • Risk analysis including a clear definition of mitigation measures and program adaptation strategies that will be adopted by CSOs in the event of a shock in the intervention locations during the implementation period.
    • Aspects of learning and innovation
Eligibility Criteria
  • Non-profit entities who, at the date of submission of the project proposal, meet all the following requirements can submit project proposals for this Call for Proposals:
    • Registration in the list pursuant to art. 26, paragraph 3, of Law 125/2014 and subsequent amendments and
    • For non-profit entities without an operational headquarters in Italy (local and / or international non-profit entities), in place of the aforementioned registration in the list, the ownership of a partnership agreement with one of the subjects registered. This agreement can be of various kinds (affiliation, association, partnership), but it must in any case be, under penalty of exclusion, of a general nature, pre-existing to this Call for Proposals (and therefore not limited to a specific action or established only for the purposes of participation. to this Call for Proposals) and must remain valid even after the conclusion of the activities relating to the Call for Proposals;
    • Specific and proven experience in humanitarian emergency interventions in South Sudan and / or 5.2 Requirements for project proposals Ethiopia;
    • Ability to operate on site according to the legislation in force in the country / s of intervention;
    • For non-profit entities without an operational headquarters in Italy (local and / or international non-profit entities), be established and in compliance with the legislation in force in the country of origin
    • They are not debtors towards the MAECI DGCS and / or AICS or other donors, for certain, liquid and due debts, including debt situations deriving from provisions for revocation of contributions for projects promoted and / or entrusted;
    • They have not behaved in a manner characterized by gross negligence or bad faith in the implementation of DGCS / MAECI, AICS, other donors' projects or in the exercise of their activities;
    • It undertakes to sign the Safety Declaration, in case of approval of its project proposal, before the stipulation of the Disciplinary of assignment
    • In the case of joint projects in a Temporary Purpose Association (ATS): each of the non-profit entities belonging to the ATS must be in possession of the requisites, to be certified according to the procedures of this Call for Proposals.
