Announcement of the "Polish Infrastructure 2024" competition

The Minister of Foreign Affairs, acting pursuant to the Act of August 27, 2009 on public finances (Journal of Laws of 2023, item 1270, as amended), announces an open competition for offers:

"POLONIA INFRASTRUCTURE 2024"

Type of public task: Help for the Polish diaspora and Poles abroad - Polish Infrastructure
Amount of financial resources allocated to the implementation of a public task:
PLN 12,340,000 (twelve million, three hundred and forty thousand zlotys)

Rules for granting grants:
The following may apply for a grant:

Non-governmental organizations registered in the Republic of Poland
within the meaning of Art. 3 section 2 of the Act of April 24, 2003 on public benefit activities and volunteering (Journal of Laws of 2023, item 571, as amended) and the entities listed in Art. 3 section 3 above Act, i.e.:
Foundations;
Associations;
Legal persons and organizational units operating on the basis of the provisions on the State's relationship with the Catholic Church in the Republic of Poland, on the State's relationship with other churches and religious associations, and on the guarantees of freedom of conscience
and religion, if their statutory goals include conducting public benefit activities;
Associations of local government units;
Social cooperatives;
Joint-stock companies and limited liability companies and sports clubs that are companies operating under the provisions of the Act of June 25, 2010
on sports (Journal of Laws of 2023, item 2048), which do not operate for profit and allocate the entire income to achieve statutory objectives and do not allocate the profit to be distributed among their shareholders, shareholders and employees. These conditions must result from the company's statute or deed.
Deadline and conditions for the implementation of public tasks:
Deadline for the task in 2024: no earlier than January 1, 2024 and no later than December 31, 2024.

Deadline for the implementation of the task in 2025: no earlier than January 1, 2025 and no later than December 31, 2025.

Deadline for the task in 2026: no earlier than January 1, 2026 and no later than December 31, 2026.

The conditions for implementing a public task are specified in the competition regulations.

Information on the results of the implementation of the public task:
Bidders are obliged to indicate in their offer the expected results of the public task, the planned level of their achievement and the method of monitoring these results.

Method, place and deadline for submitting offers:
The offer should be prepared in electronic version as follows:

register in the online application at https://egranty.msz.gov.pl/ (hereinafter "eGranty"). After registering and activating the account, the bidder will receive access data (login, password) allowing logging in to the application;
complete (after activating the account and logging in) the offer application in the eGranty online application;
Then the offer generated in the application (*.pdf format) should be printed and delivered to the Ministry of Foreign Affairs in one of the following ways:

al. J. Ch. Szucha 21, entrance from ul. Litewska, (The Administration Journal is open from Monday to Friday from 8:30 a.m. to 4:00 p.m. with a break from 12:00 a.m. to 12:30 p.m. The Administration Journal is closed on Saturdays, Sundays and other public holidays),
with the note on the envelope:

Send via ePUAP to the address /MSZ/SkrytkaESP , providing the offer with a valid electronic signature via a trusted profile or using a qualified electronic signature.
The deadline for submitting offers is November 6, 2023 at 16:00.

The date of receipt of the offer by the Ministry of Foreign Affairs is decisive.

Offers received after the deadline will not be evaluated.

The procedure and criteria used to select offers and the deadline for selecting offers:
Information about entities that have been qualified to grant a subsidy in the competition will be published in the Ministry's Public Information Bulletin, at the Ministry's headquarters and on the Ministry's website by December 22, 2023.

Public tasks of the same type carried out by the Ministry of Foreign Affairs in the current and previous year and related costs:
In the previous year, the Ministry of Foreign Affairs financed public tasks of the same type for a total amount of PLN 53,806,221. (fifty-three million, eight hundred and six thousand, two hundred and twenty-one zlotys).

This year, the Ministry of Foreign Affairs finances public tasks of the same type for a total amount of PLN 29,850,000.00 (twenty-nine million, eight hundred and fifty thousand zlotys).

In 2024, the Ministry of Foreign Affairs will also finance the implementation of subsequent modules of projects co-financed in previous editions of competitions for a total amount of PLN 6,960,000 (PLN six million, nine hundred and sixty thousand).

The detailed scope of the competition, the method of preparing the offer, the conditions that must be met by the entity entering the competition and the method of making the offer template and necessary annexes available are set out in the Competition Regulations (together with two annexes: a sample subsidy agreement and guidelines for bidders), published in the Public Information Bulletin, on website of the Ministry of Foreign Affairs: www.gov.pl/dyplomacja and at the Ministry's headquarters.

ATTENTION

There is a new formula for submitting offers

October 13 this year at 10.00 there will be an online training in the eGranty application, used for comprehensive support of grant competitions of the Department of Cooperation with the Polish Diaspora
and Poles Abroad.
