Background

The project pilots a multi-stakeholder partnership approach at the regional and local levels to address sustainable development challenges in Ukraine using Swedish experience, knowledge and best practices in the sustainable development area. The Project will facilitate collaboration among regional and local authorities, councils, universities, civic institutions, experts and businesses to streamline sustainable development, including comprehensive measures to alleviate the impact of COVID-19 at the local level. Throughout the Project’s implementation cycle, UNDP and its partners will develop and test mutual problem-solving mechanisms, resource mobilization, and reinforcing effective partnerships for achieving sustainable development and ensuring effective response and recovery measures to address the COVID-19 pandemic’s impact on the local communities. The Project aims to promote sustainable development at the local and regional levels by strengthening multilateral partnerships and implementing pilot projects to address urgent issues, including countering and mitigating the effects of the COVID-19 pandemic.

UNDP uses a range of communications tools and products to portray the impact of the work it does. To fulfil the task, the “Empowered Partnership for Sustainable Development” project is looking for a qualified national expert in video production and editing. Key to this is to capture the project’s activities across nine locations indicated below through videos to be presented on its website, social media, partners-pages and other communications materials.

Duties and Responsibilities

2. SCOPE OF WORK

Under the supervision of the Project Manager and guidance of the Communications and Monitoring Associate, the National Consultant is expected to deliver the following activities within production of video (script writing, videography, editing, audio balancing, sub-titling, format exporting,
archiving raw and edited work etc.). She/he will be responsible for accomplishing the following tasks:

Draw up 11 stories as per the project implementation plan (One story per each location, sum-up video and the project final video) featuring heroes and heroines, ensuring equal representation of men and women and most suitable locations.
Develop script, ensuring gender-sensitive communication and filming schedule under each location.
Capture video content. Videos should be accompanied by a voice over comments and/or sound effects. All videos should also include English and Ukrainian subtitles.
Develop infographics presenting the main results/highlights of the Project to be added to the videos.
Edit videos into complete high-quality products.

Videos should also be packaged for using at online platforms. This scope of work will require planned visits to the following locations cities supported by the Project in Cherkasy, Dnipropetrovsk, Khmelnytskyi, Lviv, Mykolaiv, Poltava, Ternopil, Vinnytsia and Zhytomyr oblasts. Each video should be compelling, human-centric and ensure gender equality. Suitable interviews and main activity footage, plus related background footage is to be shot at each location. National Consultant will be provided with the lists of pre-selected beneficiaries and contact of the UNDP Regional Coordinator.

3. DELIVERABLES

It is expected that the Consultant’s services are required for a period of six months, between July 2021 and December 2021. Details of the deliverables and schedule is given below:

Edited videos into a complete quality product. Videos are accompanied with voice-over and/or sound, with English and Ukrainian subtitles.
Videos are packaged for online platforms.
All videos are advertised on Facebook, each coverage amounts at least to 15,00 people in Poltava, Dnipropetrovsk and Mykolaiv oblasts.
Provided a short Interim Report 2.

Video content for two locations is captured/developed (Khmelnytskyi and Ternopil oblasts).
Infographics on the main results of the Project as per locations is developed and included into the videos.
Edited videos into a complete quality product. Videos are accompanied with voice-over and/or sound, with English and Ukrainian subtitles.
Videos are packaged for online platforms.
All videos are advertised on Facebook, each coverage amounts at least to 10,00 people in Khmelnytskyi and Ternopil oblasts)
Provided a short Interim Report 3.

Video content for two locations is captured/developed (Cherkasy oblasts, c. Zhytomyr) – final list of locations could be changed during the discussion with the Project team).
Infographics on the main results of the Project as per locations is developed and included into the videos.
Edit videos into a complete quality product. Videos are accompanied with voice-over and/or sound, with English and Ukrainian subtitles.
Videos are packaged for online platforms.
All videos are advertised on Facebook, each coverage amounts at least to 10,00 people Cherkasy oblasts, c. Zhytomyr.

Video content for one location is captured/developed (Lviv oblast).
Infographics on the main results of the Project as per locations is developed and included into the videos.
Edit videos into a complete quality product. Videos are accompanied with voice-over and/or sound, with English and Ukrainian subtitles.
Videos are packaged for online platforms.
All videos are advertised on Facebook, each coverage amounts at least to 5,000 people in Lviv oblast.
Provided a short Interim Report 5.

Deliverable 6:

Developed a short sum-up video, based on raw materials captured throughout the assignment.
Developed a final project video, based on raw materials captured throughout the assignment and previously provided materials if possible.
Provide Final report.

4. PAYMENT SCHEDULE

UNDP will pay the negotiated amount in four tranches according to the following payment schedule:

the first payment (10% of the initial contract amount) upon successful completion of the Deliverable 1 and approval of the Interim Report #1;
the second payment (20% of the initial contract amount) upon successful completion of the Deliverable 2 and approval of the Interim Report #2.
the third payment (20% of the initial contract amount) upon successful completion of the Deliverable 3 and approval of the Interim Report #3.
the fourth payment (20% of the initial contract amount) upon successful completion of the Deliverable 4 and approval of the Interim Report #4.
the fifth payment (10% of the initial contract amount) upon successful completion of the Deliverable 5 and approval of the Interim Report #5.
the sixth payment (20% of the initial contract amount) upon successful completion of the Deliverable 6 and approval of the Final Report and indicated tasks.

The payments will be processed upon the full completion and acceptance of contractual obligations whereupon the National Consultant signs the certification of acceptance.

5. MONITORING/REPORTING REQUIREMENTS

The National Consultant Videographer will work under the general leadership of direct supervision of the Project Manager (the Supervisor) and overall supervision of the Communication and Monitoring Associate of the Project. He/she will receive necessary guidance, clarification, information/materials that may be needed for this task. He/she will duly inform the Supervisor of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.

The National Consultant Videographer will report to the Supervisor on the progress of the work performed according to the developed time schedule. The Final Report will be in English and to be accepted by the Supervisor at the end of the assignment.

Required Skills and Experience

6. EXPERIENCE AND MINIMUM QUALIFICATIONS REQUIREMENTS

Education:

At least secondary education and/or photography and/or video certificate.

Experiences:

Demonstrable at least 3 (three) years of prior experience in videography/video editing similar projects/activities, with portfolio provided. Track record of producing documentary photography and videos (three sample works provided).
Demonstrated experience of conception, production and editing of mini video documentaries.
Experience covering social, humanitarian and development subjects.
Experience working in Adobe Premiere and/or Final Cut or other relevant programmes.
Experience in working with UN agencies, international organizations, particularly in development field will be considered as valuable asset.

Language: Fluency in Ukrainian and the beginner level of the English (at least two videos out of three provided samples should be with both Ukrainian and English subtitles.
