Description

The World Food Programme is looking for a Project Officer to join the Emergency Telecommunications Sector team in Cox’s Bazar, Bangladesh, to support the Rohingya Refugee Response through the Services for Communities project. This position will focus on Community Engagement and developing appropriate solutions to community needs when it comes to communications, digital aid, technology solutions, and ensuring beneficiaries have the information and communications capacity they need to make informed decisions and are involved in the humanitarian response. This position will be responsible for leading a cross-sector programme aimed at engaging with communities and implementing the Service for Communities project in collaboration with the global ETC programme, by engaging with stakeholders to assess community needs, coordinate actors, advocate with key decision for the sector, developing and monitoring the project, and ensuring its provision of common inter-agency services includes those that directly benefit communities.

  1. Lead the project by providing the programmatic support and logistics management of the Services for Communities programme in the emergency response in Cox’s Bazar.
  2. Develop and recommend strategies and budgets, and write proposals
  3. Assess community information and communication needs as pertains to ICT and develop and implement innovative solutions through focus groups, interviews, and direct interactions and engagement with beneficiaries.
  4. Undertake strategic advocacy and donor outreach for funding for community projects (in collaboration with Head Quarter (Rome team).
  5. Manage and report on the Services for Community and Community Engagement projects, ensuring proper monitoring, donor reporting, and documentation of lessons learned.
  6. Work across units to collaborate on developing and managing other projects.
  7. Contribute to/provide community-focused content necessary for strategic planning documents (planning and budgeting for initial response plan; appeals).
  8. Actively participate (co-lead where agreed) in Community Engagement coordination structures in-country to ensure ETS has an active role in joint humanitarian Communications with Communities projects and advocacy.
  9. Attend and contribute to the local ETS Working Group meetings and the Global ETC teleconferences representing common interests of communities and opportunities to address needs and gaps for appropriate solutions.
  10. Ensure coordination with key stakeholders and encourage media, NGO, local innovation actors to attend and participate in local ETS Working Group meetings.
  11. In collaboration with the Communications and Information Management Team, maintain sector communications and provide materials/documents on community ICT needs and the impact of overall ETS response.
  12. Advise ETS coordinator on appropriate response projects and conduct project risk and feasibility assessments.

EDUCATION : Master’s/equivalent degree in Inernational Development, Community Development, Humanitarian Aid, Journalism, Media and Communications, or another related field or relevant experience is required.

EXPERIENCE: At least 8 years progressively responsible professional experience with minimum three years of managerial experience with humanitarian agencies (NGOs and/or the UN) in support of humanitarian services, and experience managing projects in community engagement – preferably in digital innovation, communications, or ICT projects. 

KNOWLEDGE & SKILLS:

  • Experience of research, conducting analyses, monitoring and evaluation of programmes

  • General knowledge of UN system policies, rules, regulations and procedures in the area of field operations management

  • Willingness and ability to work in difficult environments, under stressful and time-ritical circumstances 

  • Demonstrated openness in sharing information and keeping people informed

LANGUAGE: Fluency in English & Bengali (both oral and written) is required
