Office/Unit/Project Description
In response to the Jordan’s development requirements, the Government has requested the support of the donor community and the United Nations Development Programme to address the impact of the Syrian Crisis and the economic and social impact of COVID.

The program seeks to support livelihoods stabilization and local economic recovery with the specific aims to: i) mitigate immediate tensions over access to employment and other livelihoods opportunities between host community members and displaced population groups, and enhance social cohesion ; ii) support local economic development through rehabilitating socio-economic infrastructure and enhancing basic service delivery; iii) increase the overall economic absorption capacities and resilience of host communities to support Syrian refugees; and iv) support more diversified livelihoods opportunities, enterprise recovery and skills development for the most vulnerable groups within communities, in particular women and youth to strengthen their resilience beyond the crisis.

Towards this objective, UNDP-Jordan has been implementing various livelihoods and employment interventions. It includes the vocational training in partnership with private sectors to create permanent employment; microbusiness development, linking emergency employment through cash for work for more sustainable livelihoods; and skills exchange initiatives between Syrians and Jordanians to benefit to both communities as well as to enhance social cohesion through tapping into prominent skills existing among Syrians and facilitating the transferring of such skills to Jordanians to establish microbusinesses. UNDP is also implementing other programmes aiming at enhancing social cohesion through supporting community-based organizations (CBOs) to implement projects and initiatives in sectors identified by local communities as in need for quick intervention and targeting vulnerable groups with focus on women and youth.

Scope of Work

Under the guidance of Programme Analyst, the Field Coordinator will undertake the following tasks, within the framework of the livelihoods pillar.

Duties and Responsibilities

Support project management:

Support in the development of project work plans and budgets.
Support to financial management of the projects by tracking expenses and preparing monthly budget updates
Collect (and analyze) on a regular basis relevant data and information, new developments, existing regulations, guidelines, government strategies relevant to the livelihood pillar programmes;
Support in monitoring the progress of the different project activities and submit regular reports on accomplishments, difficulties, lessons learnt etc.
Assist in preparing communication/publicity materials e.g., posters, brochures, newsletter, etc.
Assist the Programme Analyst in drafting TORs and contributing to project proposals and concept notes.
Assist the Programme Analyst in the coordination with the government, UN agencies and other NGOs, in particular through attending and actively engaging in working groups and meetings
Assist the Programme Analyst in the monitoring and close follow-up of the activities of partners and consultants assigned by the Programme to ensure timely provision of inputs and achievement of outputs and deliverables.
Support in the development of knowledge and advocacy products.

Support community work:

Conduct regular filed visits to Programme implementation locations and provide feedback on progress challenges, and implementation bottlenecks.
Meet regularly with beneficiaries to gather feedback and insight on Programme impact. Prepare weekly field reports based on observations and feedback from beneficiaries.
Identify potential partners in communities, including female and male youth activists, CBOs amongst others and understand their needs and capacities.
Engage with beneficiaries through community meetings, focus groups discussions and information sessions.
In coordination with the Programme Analyst work closely with government and municipalities and ensure that all partners remain updated on Programme milestones and progress. In all functions and activities, a gender sensitive approach is required.

Institutional Arrangement

The Field Coordinator will be working under the direct supervision of the Inclusive growth Programme Analyst.

Travel:

Travel for work outside the country of duty station shall always be in economy class for NPSA holders, regardless of travel time. Travel arrangements shall follow the regular procedures as established for corporate travel and are to comply with provisions of the Security Clearance policy. DSA is paid regularly during travel for work outside the country of duty station as per the corporate travel policy.

Occasional field visits to the governorates where the projects are being implemented.

The following documents shall be required from the applicants:

Personal CV or P11, indicating all past positions held and their main underlying functions, their durations (month/year), the qualifications, as well as the contact details (email and telephone number) of the Candidate, and at least three (3) the most recent professional references of previous supervisors. References may also include peers.
A cover letter (maximum length: 1 page) indicating why the candidate considers him-/herself to be suitable for the position.

- Experience in green-job creation is an asset.

Required Skills and Experience

Min. Academic Education

Secondary/High School Education (with 7 years of relevant experience).

Bachelor’s Degree (with 4 years of relevant experience) in economics, development studies, finance, accounting, sociology, social development, social anthropology, business administration, or any related field would be desirable, but it is not a requirement.

Min. years of relevant Work experience

High school with a minimum of 7 years of relevant working experience in socio-economic development is required, or a Bachelor’s degree with 4 years of relevant working experience in socio-economic development is required.
