Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Since 2012 UN Women Bangladesh Country Office (BCO) has been working on Disaster Risk Reduction/Climate Change Adaptation (DRR/CCA) supporting disaster and climate vulnerable women from the most disaster-prone parts of the country and generating knowledge through series of research and studies to create evidence on how gender inequality drives vulnerability and marginalization and determine ways in which achieving gender equality can lead to a more resilient and empowered Bangladesh. UN Women’s efforts to mainstream gender in DRR/CCA & humanitarian policies strategies and actions, with the belief that such gender responsive DRR/CCA & humanitarian programmes and policies will lead to resilience building and empowerment of women and girls, is acknowledged by the stakeholders. UN Women has been able to motivate some of the concerned parties through knowledge generation and sharing, advocacy and field operation as show case, to strive for achieving gender targets in Sendai framework.

UN Women together with UNDP and UNOPS have jointly developed a 4-year programme, the “National Resilience Programme”, combining its technical fields of expertise – notably in risk governance, disaster risk reduction, gender mainstreaming in policies and programmes, and infrastructure resilience. The National Resilience Programme aims to sustain the resilience of human and economic development in Bangladesh through inclusive, gender responsive disaster management and risk informed development. It will address national capacity to manage risks from natural hazards and achieving resilience against disaster and climate shocks and stresses. The programme will be implemented by 4 government agencies namely Department of Disaster Management (DDM), Department of Women Affairs (DWA), Programming Division of Planning Commission and Local Government and Engineering Department (LGED) with technical support from UN Women, UNDP and UNOPS.

UN Women Bangladesh is seeking to recruit a National Consultant to provide the required technical support to UN Women and Department of Women Affairs in delivering gender deliverables of National Resilience Programme and contribute in designing the next phase of NRP. Further details of the expected roles and responsibilities for the consultant are found below:

Duties and Responsibilities

The Consultant will work under the direct supervision of the Programme Specialist -DRR,CCA,HA, to ensure achievements of following tasks:

1. Provision of top quality advisory and programme development services

o Provide analysis and technical support to Programme Analyst and Programme Specialist on the gender dynamics and opportunities to support leadership and inclusive engagement of women in Disaster and Climate Change Programme.

o Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to gender mainstreaming in DRR-CCA activities

o Development and application of gender responsive tools, methodologies and knowledge products to enhance the capacity of NRP staff as well as government officials on gender mainstreaming, with particular focus on DRR

o Provide policy support in the context of negotiations/discussions on gender in Disaster Management

2. Coordination and Programme Management Support

o Facilitate holding regular GiHA WG meeting

o Provide support in developing Annual Work Plan for GiHA WG.

o Conduct gender assessments, and ensure gender mainstreaming in joint need assessment and humanitarian response plans.

o Provide administrative and Technical Support revising DRR Action Plan for Department of Women Affairs

o Support Gender capacity development efforts of GiHA WG and UN Women

3. Advocacy support and facilitation of knowledge building and management

o Promote knowledge sharing amongst GiHA WG focal points and HCTT cluster members as required;

o Strengthen strong partnerships with the UN entities, key national and international partners/networks on gender equality and women’s rights and advocate for gender sensitive programming

o Proactively and substantively support and implement high level advocacy activities and campaigns on gender responsive DRR.

• Others

i. Any other related tasks as assigned by UN Women Programme Specialist and UN Women Programmme Analyst.

Deliverables/Output

Target Due Dates

- Holding Regular GiHA WG meeting

Payment will be processed at the end of each month for the number of days worked based on submission of progress report on tasks completed during the month with deliverables produced.

- Produce 4 Newsletters from GiHA WG

- Lead revision of DRM Action Plan of Department of Women Affairs

- Inputs in gender responsive DRR programme design

- Support holding consultations, dialogues on gender responsive resilience building

- Gender TIP sheet development for HCTT clusters

- Inputs in Joint Need Assessment Reports and Humanitarian Response Plan

- Support Gender Capacity Development Efforts of UN Women

- Technical Support in developing knowledge products (research/study/Audio/Visual etc.)

Perform any other tasks required by the supervisor(s)

Duration of Assignment and Duty Station: The consultant is expected to be based in UN Women Office in Dhaka from 15th January 2022 -31st December 2022. (15 working days each Month).

Supervision and performance evaluation:
The national consultant will receive guidance from the Programme Analyst and will be under the direct supervision of the Programme Specialist- DRR,CCA,HA.

INPUTS:
UN Women will provide of office space and other logistics support (laptop and internet) to support day to day administrative works and perform the deliverables

Travel and DSA:
No DSA will be paid at the duty station. If unforeseen travel outside the duty station is required for this assignment, upon prior agreement/approval from UN Women such travel expenses shall be borne by UNWOMEN and the individual contractor/SSA shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s) and actual travel cost

Required Skills and Experience

Education:

Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required

Experiences

Minimum 7 years relevant experience at the national or international level with women’s NGOs, UN Agencies, Development Partners
At least 03 years of experience in working for UN Agencies is essential;

Additional Capacity:

Experience working with Government Implemented Project is must;
Ability to provide leadership and take responsibility for mainstreaming gender perspectives into Disaster Risk Reduction or development programme
Proven experience integrating gender at a project and institutional level, including specific skills in conducting gender assessment and analysis, gender sensitive training and monitoring and evaluation
Demonstrated analytical, programming and advocacy skills on gender issues.
