Background

As part of the Government of Iraq's (GoI) overall Security Sector Reform Programme, and under the priority Criminal Justice and Law Enforcement system priority, a key action is to develop the Iraqi Local Police service in their efforts to create more citizen-centred and service-oriented local police that is in line with citizens' demands for a responsive, efficient, and accountable police service. Following the defeat of the Islamic State in Iraq and the Levant (ISIL), the Iraqi Local Police is currently undergoing a transition into a more service-oriented and citizen-centred police service. This transition is also referred to as a transition from 'Green' to 'Blue'.

Within this backdrop, the GoI developed a strategy to inform the above-mentioned transition. This strategy, also known as the ‘Local Police Service Road Map’ was inaugurated in November 2018. Implementation of recommendations and priorities from the ‘Local Police Service Road Map’ is ongoing under the auspices of the Ministry of Interior (MoI) and corresponding provincial police directorates in Iraq. In regard since 2018, UNDP in close collaboration with Danish Police and the Police Affairs Agency and the Training and Qualification Directorate of the MoI have jointly initiated several training programmes to mid-ranking police managers to improve their leadership and modern criminal investigation skills through a range of specialised courses in Mid-Level Police Management, Knowledge led Police/ Improving Effectiveness of Local Policing and Criminal Investigations.

These training programmes were developed and delivered corresponding to the five core functions and six cross-cutting supporting functions outlined in the ‘Local Police Service Road Map’. The training methodology/ approach involves a combination of basic training as well as training of trainers (ToT) to train police managers who are operationally active and to upskill Iraqi police trainers with a view to gradually handover the delivery of these training courses to Iraqi police over time.

Within this backdrop, UNDP had also started to design and implement a Model Police Station Pilot Initiative. This work as just begun in close collaboration with the MoI and provincial police directorates in Anbar, Baghdad, Basra and Ninewa. The Model Police Station Pilot initiative will be implemented across six selected police stations in the afore mentioned target locations. An integral part of the Model

Police Station initiative is also to upskill the police personnel in the selected six police stations on their identified training / capacity building priority needs to better position themselves to service their police jurisdictions and local communities with efficient and people- centered service delivery.

As such in each of the afore mentioned six Model Police Stations in Anbar (2), Baghdad (1), Basra (1) and Ninewa (2) following an initial needs assessment, a local training plan will be developed and implemented. These trainings are expected to be delivered by the Iraqi police trainers/ instructors who have already been trained by UNDP and DK Police with mentoring and coaching support by UNDP. Each Model Police station is composed of an average staff of 70 police personnel who are predominantly male officers with a 1-2 female officers engaged in administrative duties only.

Based on the specific training needs of each of the six police stations firstly a training plan will be developed informed by the current level of competence of the personnel in the police station. Following the finalization of the training plans in each of the six model police stations, the plan will be implemented with the identified trainings delivered to the staff of each of the selected police stations in Anbar, Baghdad, Basra and Ninewa.

The trainings will be delivered by the Iraqi police trainers/ instructors who have already been trained by UNDP and DK Police with mentoring and coaching support by UNDP and International Police instructors.

The training content will primarily focus on modern crime prevention techniques (Knowledge led Policing/Improving the Effectiveness); police management principles (Mid-level Management training) and basic investigation techniques (Criminal Investigations based on the Standard Operating Procedures). Other courses may be included subject to other specific training needs of the selected model police stations. All the above-mentioned primary training curricular had already been developed by UNDP and Danish Police in close collaboration with the Training and Qualification Directorate of the MoI and have been incorporated into the MoI training plans.

In view of the above, UNDP had identified the following additional assistance of an International Police Training Specialist to assess the training needs followed by development of training plans in the 6 forementioned police stations.

Institutional Arrangement

Under the overall supervision of the Security Sector Reform/Rule of Law Programme Manager and direct supervision of the Senior Police Advisor the Police Training Specialist is expected to work closely with the UNDP SSR/RoL team i.e. Police Advisor (Arabic Proficient) SSR/RoL Programme Manager, Senior Criminal Justice Advisor, SSR /RoL Project Manager to achieve the aforementioned deliverables during the assignment period.

Travel:

Official travel expected to be associated with performing the functions.
The Police Training Specialist will be home based. During the contract period the Police Training Specialist is required to travel to Iraq/target locations of the Model Police stations in Anbar, Baghdad, Basra and Ninewa for a total number of max 60 days during the duration of this assignment, UNDP will cover the travel and logistical expenses as per the applicable rules and regulations.

Duties and Responsibilities
The Police Training Specialist will be required to engage closely with the UNDP Senior Police Advisor and rest of the UNDP SSR/RoL team. The assignment will be conducted under the auspices of UNDP’s 'Support to Security and Justice Sector Governance' programme of work.

The Police Training Specialist is expected to deliver the following under the overall advice and guidance of the UNDP Senior Police Advisor :

Lead and manage the overall design, preparation, and finalization of a training needs assessment for each of the 6 (six) selected Model Police Stations in Anbar (2), Baghdad (1), Basra (1) and Mosul (2).
Develop tailored training plans for each of the 6 (six) Model Police Stations based on the training needs assessment,
Develop training curricula and training material for additional trainings identified in the training needs assessment.
Lead and manage a group of International police trainers in the implementation of training plans with coaching and mentoring support to Iraqi police instructors in the delivery of the tailored training plans in the six selected Model Police Stations in Anbar, Baghdad, Basra and Ninewa
Participate and assist UNDP Senior Police Advisor and the rest of the UNDP SSR/RoL team in the identification and monitoring and evaluation of training locations for the trainings identified in the training plans, hereunder with a specific focus on police training centers in the governorates of Anbar, Baghdad, Basra and Ninewa.
Assess training needs for each of the selected six model police stations in Anbar, Baghdad, Basra and Ninewa.
Develop tailored training plans for each of the six model police stations based on the assessment findings.
Develop training curricular for additional trainings identified in the training needs assessment.
Cooperate with International trainers in coaching and provision of regular mentoring support to Iraqi police instructors in the delivery of the tailored training plans in the six selected Model Police Stations in Anbar, Ninewa, Basra and Baghdad.
Undertake regular monitoring and evaluation visits to training sites in Anbar, Baghdad, Basra and Ninewa

Competencies
Required skills and competencies

Recent professional work experience in coordinating and managing international training assistance.
Experience in leading/managing small teams of experts is essential.
Experience in analysis and assessment of training needs in police operative context.
Experience in mentoring and coaching other police trainers
Experience in conducting training and chairing workshops/ seminars.
Excellent written and spoken English language skills are essential.

Desired additional skills and competencies

Proven capacity to engage with senior police managers in relevant institutions and ministries.
Previous mission experience in analysis and conducting assessments.
Police Leadership Course certificate from a recognized National/ International Police Academy is a strong asset.

Required Skills and Experience

Education:

Advanced university degree (Masters or equivalent degree) on crime prevention, law, or related field. Bachelor’s degree with additional 2 years of relevant experience will be accepted in lieu of Master’s.

Experience:

At least 7 years of experience with master’s degree and 9 years with bachelor’s degree working in the criminal justice and/ or policing sector with at least, of which, minimum 5 years of professional experience focused on professional training of police managers/officers.
