Senior Non-Key Expert MoR Cybersecurity Training

GIZ International Services is currently implementing a project in Ethiopia : Technical Assistance forBusiness Environment and Investment Climate (BEIC), including e-government. Funded by the European Union, the Technical Assistance for Business Environment andInvestment Climate (BEIC), including e-government will contribute to the improvement of thebusiness environment in Ethiopia, to foster private sector development and the generation ofemployment and income opportunities in the context of the EODB programme of the government.

 

Objectives
The consultancy assignment, which is this Job Ad, falls within the above-mentioned servicecontract.
The Senior Non-Key Expert (SNKE) will work under the supervision of Key Expert 2: E-governance Expert. The SNKE will have a Junior Non-key Expert (JNKE) supporting him.

 

Tasks
The overarching objective of the SNKE is to manage Activity 2.2 which covers “Providing trainingfor MoR staff in the relevant IT fields, in security and in cybersecurity”.
In particular, the SNKE will be responsible for the activity 2.2 for Providing training for MoR staff inthe relevant IT fields, in security and in cybersecurity. This activity includes the following tasks:
- General trainings and knowledge transfer in Business Analysis, IT administration, network anddata center management (related to assessment and redesign of the network infrastructureunder Activity 2.1);
- Security trainings and knowledge transfer in IT (cyber) security management including supportin the preparation of an IT security policy document (related to assessment and redesign ofthe IT security infrastructure under Activity 2.1);
- Discussions with the key organisations involved in the BEIC project´s technical streams (Tasks1-3) MInT, MoR, and MoTI to determine security and cybersecurity training needs;
- Develop general cyber-security training programme for the 4 institutions (an estimate of 15people from each institution, a total of 60), as well as specific, customised training for them;
- Deliver general / customised security/cybersecurity training;
- Prepare content of training (general and customised);
- Prepare all logistics, venues, agendas, materials, etc. Registration, participants´ lists, evaluation forms;
- Awareness raising and dissemination of materials;
- Use of e-Platforms to deliver training, subject to COVID-19 restrictions, if needed;
- Preparing short communication messages (maximum 300 words) every week on the activitystatus and achievements;
- Execution of any other task requested by management.

Key deliverables
The Senior Non-Key Expert will deliver the following deliverables:
1.D-2.2-1: Training program and curriculum including agenda and participant list to be deliveredthree days after the start of the activity;
2.M-2.2-1: Training delivered by the SNKE 8 days after the start of the activity;
3.D-2.2-2: Report on activity including training evaluation, after the delivery of the training by theSNKE. To be delivered 9 days after the start of the activity and the delivery of the training bythe SNKE

Required skills and competencies
Required skills and qualifications of the individual consultant include:
- At least a master’s degree or equivalent diploma in engineering, computer engineering orrelated field. Alternatively, a bachelor’s degree in similar fields and at least
- 10 years of professional experience, in addition to the minimum required below;
- Excellent communication and leadership skills and experience in establishing strong workingrelationships with a wide range of stakeholders especially governmental ones;
- Fluency in English and Amharic, including excellent speaking, presentation and writtenreporting abilities.

General professional experience
- At least 10 years of experience in working on projects with a strong emphasis on security,cybersecurity, Business Analysis, IT administration, network and data centre management.
- Experience in working in Ethiopia
- Experience in working with government entities and experience in developing countries,particularly in Sub Saharan Africa (SSA), will be an asset.

Specific experience
- Experience in defining training needs with relevant stakeholders
- Experience in determining IT Security and cybersecurity training programs
- Experience in delivery of IT Security and Cybersecurity trainings
- Experience in reporting on IT Security and Cybersecurity trainings
- Experience in Business Analysis, IT administration, network and data centre management;
- Experience in developing countries, particularly in Sub-Saharan Africa (SSA), will be an asset.
