Background

Since the fall of the former regime in 2011, Libya has been embroiled in a series of crises that have created political, social, and economic challenges, especially for some of the most vulnerable populations.

Seizing the opportunity to fill critical socio-economic gaps, most especially in the southern border municipalities several non-state actors have positioned themselves to present as a potential solution for many young men (and sometimes women) attempting to carve a living and/ or identity for themselves.

Invariably, this has led to the recruitment of vulnerable youths by violent extremist (VE) groups. However, violent extremism in Libya is a little-understood phenomenon that has required extensive research, data gathering, and analysis. The complex political, governance and socio-economic dynamics of the country have often created a unique evolution of VE in Libya.

From November 2020 to November 2021, the European Union-funded an extensive assessment on drivers of VE recruitment in seven municipalities (i.e., Murzuq, Al Kufra, Sabha, Ghat, Bani Walid, Misrata, and Zuwara) in Libya. The study, which comprised a standalone assessment of VE in the targeted municipalities, included a separate analysis of the stability and capacity of each of the targeted municipalities. These reports will serve as the basis for an evolving multi-donor PVE initiative (the first of its kind) in Libya.

For this purpose, UNDP Libya is seeking a Peer Review of PVE.

Duties and Responsibilities

The expected outputs include the following:

Peer review of the standalone PVE study conducted in seven municipalities
Peer review of the local governance stability and capacity reports for each of seven targeted municipalities (i.e., Murzuq, Al Kufra, Sabha, Ghat, Bani Walid, Misrata, and Zuwara)

Technical Competencies

Expertise in conducting training for organizations or facilitating capacity building with various actors, including grassroots organizations. Experience in a fragile context is an asset.
Experience in developing and/or adjusting materials to e-learning, virtual format.
Strong technical skills, creativity, and understanding of current trends in learning/digitalization practices.
Familiarity with resilience, stabilization, and displacement issues, in the fragile context.
Ability to write clearly and concisely, adapting style and content to the needs of hiring organizations.
Project Management certificates or relevant experience in International Development or Humanitarian work is an asset.

Required Skills and Experience

Academic Qualification:

At least a Ph.D. in a scientific field, research, and statistics, or another closely related field

Experience:

A minimum of 20 years experience in academia, preferably in the scientific field.
Minimum of 5 years of experience in project management, including At least one year experience in political consultancy; At least 3 years experience with municipal councils in Libya.
Minimum of (02) two years of experience working in Peer reviewing socio-economic reports on Libya.
Proven experience with Libyan governance processes (elections, environment, foreign relations, General National Congress).

Languages:

Proficiency in at least three UN languages (i.e., Arabic, English, and French).
