BACKGROUND

The UNDP Papua New Guinea Country Programme Document (CPD) is at its mid-point. The Programme has been rapidly expanding over the current CPD period. Preparatory work on the next United Nations Sustainable Development Cooperation Framework 2023-2027 has commenced with UNDP leading on the Governance and Environment related analytical and assessment inputs.

UNDP Papua New Guinea seeks to consolidate the foundations for a next generation office that is fully capacitated to leverage strong development fundamentals built in the current CPD cycle and continue its trend of scaling up its presence and services. Leveraging its technical, coordination and administrative strengths, UNDP will continue to provide integrated policy advice, evidence-based solutions, quality assurance and management services supporting the national and sub-national implementation of a growing portfolio of activities.

Papua New Guinea is a category D duty station with associated increased security risks and a local security associate is required in order to provide support to ensure the safety and security of UNDP personnel.

UNDP Papua New Guinea is therefore seeking to recruit a Local Security Associate (LSA) to ensure implementation of security operations and all matters relating to the management of safety and security for UNDP personnel in Papua New Guinea.

The Local Security Associate reports to UNDP Resident Representative, with a matrixed reporting line to the UNDP Operations Manager, and technical line to UNDP Sub-Regional Security Adviser. The incumbent works in close collaboration with the UNDP Operations personnel in the CO and Project staff in the region to share information and resolve security-related issues. In addition, works closely with UNDSS and other relevant security counterparts.

Position Purpose:

Assist in regular collection, updating and communication of information regarding the security situation in the
country.
Maintenance of the Security Plan and security SOP.
Monitor compliance with Minimum Operational Security Standards (MOSS) established for the duty station.
Provides Security administration support to the Operations Manager.
Assist to report security incidents affecting UNDP staff, offices, and assets in the area
Provides support to enhancing security awareness.

Key Duties and Accountabilities:

Assist in regular collection, updating and communication of information regarding the security situation in the country by carrying out the following:

Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation.
Provides advice on relevant security policies and regulations (e.g., MOSS, SOPs and safe and secure practices) to assist decision makers in determining potential effects on UNDP activities.
Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation.
Under the direction of the UNDP Operations Manager, reviews the impact of security factors on UNDP programme design and delivery, as well as the potential impact that programmes might have on stability and security (both positive and negative), and makes preliminary recommendations regarding possible security needs and improvements.
Communicates information on security to the UNDP management and provides host country security advice to UNDSS, as required.
Assists in the timely and quick dissemination of information to UNDP personnel in case of emergency.
Ensures preparedness for 24-hour response to any security and safety related incidents involving UNDP personnel.
Maintains regular contacts with Security Focal Points of UN agencies.
May be requested to provide technical assistance at SC, SMT (ASMT) meetings.

Assist in maintenance of the Security Plan and security SOP, including updating staff lists by carrying out the following:

Provides inputs to the preparation and review of the UN Security Plan.
Supports actions during the implementation of the Security Plan, as required.
Assists with developing, updating and implementation of Security SOP.
Provides security inputs for BCP development and testing;

Assist to monitor compliance with Minimum Operational Security Standards (MOSS) established for the duty station, by carrying out the following actions :

Assists with the compilation of data required for the MOSS Self-Assessment Programme (UN MSM) and with the reporting on UN MSM implementation.
Assists with/Conducts the SRA for UNDP premises and events.
Oversees the performance of Security guards and ensures their full compliance with respective SOP.

Provides Security administration support to the Operations Manager by carrying out the following:

Prepares and maintains routine and confidential correspondence files/documents.
Provides requested Administrative and Logistical support.
Maintains a database on contact details in relation to host country/area and de-facto security authorities.

Assist to report security incidents affecting UNDP staff, offices, and assets in the area, and prepares initial draft of security reports, such as the Security Incident Report, the Security Assessments and the Quarterly Incident Report.

Performs other security-related tasks assigned by the Operations Manager, by doing the following:

Conducts security evaluations and provides advice on security measures for the residences (Residential Security Measures - RSM) of UNDP international personnel, as well as on latest trends and threats to staff safety and security.
Establishes and maintains Warden system and keeps update of information related to UNDP offices and residences in the area.
Assists in implementation of Pass and ID system for UNDP personnel in the area, as required.

Provides support to enhancing security awareness through:

Organizing and conducting training courses on security awareness and preparedness. · Provides security orientation to newly assigned staff members.
Conducts security briefings, as required.
Provides security guards with necessary training and advice

REQUIREMENTS:

Education:

Secondary Education with a combination of six (6) years of relevant experience in security preferably military or police context or related field of work is required.
A University Degree in Business or Public Administration or a related field with a combination of three (3) years of relevant experience will be given due consideration.

Experience, Knowledge, and Skills:

Minimum of 6 years (with secondary education) OR 3 years (with a bachelor’s degree) of relevant experience in security or related area.
Prior experience with the UN system or an international NGO especially in security & safety is desirable.
Experience in working with government and law enforcement agencies is desirable.
Experience in crisis incident management is desirable.
Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
Experience in handling of web-based management systems.
Fluency in English.
