Advisor (m/f/d) Digital Transformation in the African Union

Field of activity

The African Union’s (AU) Digital Transformation Strategy (DTS) 2020-2030 envisions an integrated and inclusive digital society and economy in Africa that improves the quality of life of Africa’s citizens. The DataCipation Programme works with various AU organs that are instrumental in achieving this vision. In a broad multi-stakeholder participatory process, DataCipation supports the development and implementation of digital policies in Africa, such as the Continental Data Policy Framework and the Digital ID Framework. To strengthen the voices of civil society organizations concerned with tech developments, DataCipation sets up the AU’s Civic Tech Fund jointly with EU, that provides direct financial and technical support to civil society organizations across the continent. DataCipation recruits Tech & Innovation Fellows into various AU organs and supports the AU’s communications directorate to become more digital, interactive and participatory in its outreach. Furthermore, the African Union’s development Agency AUDA-NEPAD is supported in its people-driven agenda, among others, by developing a Citizen’s Engagement Platform. DataCipation is part of the GIZ portfolio with the AU and is implemented from its headquarters in Addis Ababa. 

Your tasks

  • Assume responsibilities in managing the above-mentioned initiatives around digital transformation and innovation in the AU to success 
  • Manage partnerships with the concerned AU organs enabling political steering in the implementation
  • Represent the project in technical working groups with partners and other donors
  • Manage contracts with consulting companies and implementing partners
  • Actively seek political and technical opportunities to maximize impact as well as visibility
  • Manage technical events and networks and ensure internal knowledge management in the areas of responsibility
  • Contribute to cross-cutting responsibilities such as monitoring & evaluation, communication, financial planning, reporting to BMZ and conceptualization of a follow up project.

Your profile

  • Masters degree with academic excellence, ideally focusing on digital transformation issues in fields such as international relations, law, computer science, innovation management, political science, public administration, economics, social sciences
  • Several years of relevant professional experience, preferably gained abroad
  • Diplomatic talent and profound understanding of and experience with public sector organizations ideally demonstrated by work experience in multilateral organizations in Africa. Work experience inside organs of the AU is an asset
  • Demonstrated in-depth understanding of digital transformation as well as public sector innovation
  • Excellent organizational, analytical, oral and written communications skills, with keen attention to interpersonal skills and effective, culturally sensitive communication
  • Demonstrated experience working effectively with diverse teams
  • Business fluent in English ; German skills preferred; French and other AU languages are an asset.
