Description

Eastern Bridge, Brusssels, Belgium is shortlisted for the EU-funded tender: IPA 2019 Action “EU4Energy” Component 1 - Technical Assistance in the energy sector of Bosnia and Herzegovina.

The overall objective of the project, of which this contract will be a part, is to ensure access to reliable, affordable, sustainable and modern energy for all citizens in Bosnia and Herzegovina.

The purpose of this contract is to contribute to the fulfillment of the obligation of Bosnia and Herzegovina under the Energy Community Treaty, Paris Agreement and other international obligations.

Key Expert 1: Energy Sector Expert/Team Leader

The Energy Sector Expert will lead assistance and cooperate with key stakeholders on drafting documents related to energy and climate sector policies including energy transition, as well as the necessary rules and regulations for the full functioning of BiH’s domestic energy market and its inclusion in the regional energy market. S/he will focus on designing or adopting reform documents related to finalization of energy sector restructuring requirements including decarbonization and energy transition issues, further improvement of the electricity market and establishment of the natural gas market, integration of RES and definition of a functional EE model for BiH. S/he will assist in revising or drafting of policy documents and support capacity building and on-the-job training for key stakeholders. S/he will also coordinate and supervise all relevant project outputs and deliverables, in close cooperation with assigned experts and advisors, ensuring adherence to the work plan and the quality of deliverables.

Qualifications and skills

  •  Master Degree in engineering disciplines

 General professional experience

  •  Preferably 15 (fifteen) years but minimum 10 (ten) years of general professional experience in the energy field.

 Specific professional experience

  •  Experience as Team Leader or in staff management position on minimum 2 (two) projects related to EU acquis implementation at national level;
  • Experience in the Western Balkans on projects related to the following fields will be considered as an asset: energy sector transition, establishment of electricity and natural gas market, implementation of EE projects, development of market-based RES supporting mechanism and energy transition.

Location:

Primary location of the project is Sarajevo, however some experts are expected to work in Banja Luka, Mostar and Brčko. Study visits/trainings abroad may be foreseen. The experts will be expected to spend 90% of the allocated time in the country of operation. Any work that will be required outside the country of operation will require approval, on a case-by-case basis, by the Programme Manager.

Start date & period of implementation

The intended start date is September 2022 and the period of implementation of the contract will be 36 months from this date.

The indicative minimum number of working days for Key Expert 1: Energy Sector Expert/Team Leader  is 220 working days per year.
