BACKGROUND

The project "Strengthening Integrated Sustainable Landscape Management in Enga Province Papua New Guinea" will assist in strengthening the sustainable and inclusive economic development of the Enga Province of Papua New Guinea by three components: i) improving climate change mitigation and adaption; ii) strengthening food and nutrition strategy and iii) improving biodiversity and land/forest conservation. The Project will develop and deliver an innovative approach to rural development that brings together government systems, the private sector, and community action to present a climate-compatible green growth model.

Integrated sustainable land use and development planning within provincial and district development planning will provide a framework and support for effective climate-compatible development, including mitigation and adaptation actions. This framework will be used as a base to help catalyse community action on sustainable projects and the development of community conservation areas, as well as private sector investment in the development and production of high quality' conservation commodities' that have improved international market access and prices and support the delivery of multiple objectives at the community level. This integrated approach is entirely in line with several government and private sector initiatives, with the current Project acting as a catalyst to bring these elements together as well as helping to bridge the investment gap presented in fully operationalising these integrated approaches.

Through these actions, the Project will provide significant support to achieving both PNG's Medium-Term Development Goals, including targets for increasing agricultural productivity, increasing areas under conservation and reducing levels of forest loss. It will also support action under the SDGs, particularly action on SDG15 Life on Land, SDG 13, Climate Action and Goal 2, Zero Hunger.

The Provincial Coordinator will ensure the delivery reporting of activities undertaken across Enga province. To the extent possible, extend the services to the coherence and implementation of UNDP-supported projects on the protected area, climate change and disaster risk management.While this position is mainly available for the abovementioned project, there is possibility that other similar projects also piggy-back the consultant for the same work as described below.

Objectives:

The consultancy aims to implement the communicationsand visibility plan of the "Strengthening Integrated Sustainable Landscape Management in Enga Province Papua New Guinea" project. The consultancy will provide high-quality technical assistance in communications and advocacy to support the programme's overall objectives. Furthermore, it will develop and coordinate programme communications and advocacy materials to advocate for gender equality and ending violence against women in the public domain and support the implementation of the programme advocacy, prevention, and behavioural change-related activities.

Key areas of awareness and knowledge improvement:

Climate Change mitigation and adaption: Increase awareness of climate change and capacities to respond to climate change
Food and nutrition security: Increase awareness of and use of sustainability standards for coffee production and capacity for traceability of coffee through the supply chain and other agricultural products and commodities.
Biodiversity and land/forest ecosystems conservation, restoration, and sustainable use: Raise awareness and information provision on opportunities for forest rehabilitation and plantation development and biodiversity conservation including landuse planning at community level.

Expected Outcomes:

Men and women were informed about climate change impacts and adaptation and mitigation development options.
Best practices on inclusive and integrated landscape approach in Enga province of PNG were captured.
Beneficiaries, including women, had a better understanding of the use of sustainability standards for coffee production and the capacity for traceability of coffee through the supply chain and other agricultural products and commodities.
Beneficiaries, including women, gained more knowledge on biodiversity conservation and land/forest management.


Duties and Responsibilities

DUTIES AND RESPONSIBILITIES

Scope of Work

Support and implement all communications-related activities specified in the Project Communications and Visibility Plan, including:

Develop an annual communication and visibility action plan for the Project, aligned with the project Communications and Visibility Plan.
Support development and dissemination of the Project's key messages, communications products and deliverables.
Support the development of tools in accordance with UNDP and EU templates.
Build information networks; plan and oversee the maintenance of publicly accessible information materials on the programme; plan and develop outreach activities.
Assist the Project Management Unit (PMU) in participating in and holding national, regional and local level conferences, events, and workshops to deliver sustainable integrated landscape management-related communications and visibility actions.
In close collaboration with the UNDP Country Office Communication Team, take the lead in organising media outreach at the regional level; arranging media contacts, press briefings, and interviews; providing talking points and other materials as needed; responding to media inquiries quickly and effectively.
Build close collaboration with the regional media by providing stories and news releases, using both web-based and traditional media, when appropriate, to generate and maintain public interest in integrating sustainable landscape management initiatives.
Support project's implementing partners to address communications needs and implement communications and advocacy related activities.
Develop media monitoring platform for project related activities within project area and related EU funded sustainable landscape management projects in the region.

Required Skills and Experience

REQUIRED SKILLS AND EXPERIENCE

Educational Qualifications:

Post-graduate degree or equivalent in relevant areas, including Communications, Media Management, Journalism or closely related field

Experience

At least five years of experience working with UN agencies, EU, national and international governmental and diverse stakeholder groups, and proven experience in strategically managing communications activities and capturing knowledge and sharing;
Understanding of basic graphic designing;
At least five years of experience working on the theme related to forests, climate change, natural resources, and environment-related issues; and
Experience in PNG and the Pacific is an advantage.

Language requirements

Fluency in written and spoken English.
