Project Description
With the support of the Connecting Business Initiative (CBI), the UN Office for the Coordination of Humanitarian Affairs, the United Nations Development Programme, and the Philippine Disaster Resilience Foundation (PDRF) launched in 2020, the Synergizing Recovery Initiatives, Knowledge, and Adaptation Practices for MSMEs (SIKAP) Project, geared towards providing tools and resources to strengthen MSME resilience.
Understanding the need to support MSMEs in navigating through the post-pandemic scenarios that might emerge, the SIKAP Project was launched to harness private sector resources and technical expertise among its network and partner organizations, including UN organizations to design programmatic interventions suited for recovery and strategic foresight planning. The SIKAP Project produced key outputs: SIKAP Online Platform, an online COVID-19 recovery hub that equips micro, small, and medium businesses with the right information and knowledge on how they can adapt and redesign their operations in light of the COVID-19 pandemic; MSME Recovery and Strategic Foresight Toolkit in English and Filipino; MSME Policy Note; and an MSME Landscape Assessment. The SIKAP Project itself was able to sustain its operations by adopting its own business model.
While the SIKAP Project yielded positive results, reaching 3,000 MSMEs, there is also an opportunity to address remaining gaps, improve on project results, and widen reach. Most of the MSMEs that became a part of the SIKAP Project are based in National Capital Region and this presents an opportunity to reach out to MSMEs present in other locations.
This project will engage the services of the Translator to translate one of the key deliverables of the project, the MSME Recovery and Strategic Foresight Toolkit, from English to Filipino language and Visayan dialect.
Duties and Responsibilities
Scope of Work and Deliverables
Under the overall guidance and supervision of the Team Leader, Institutions and Partnerships Programme and in close coordination with the Communications Officer, UNDP Philippines, the Translator shall work on:
English to Filipino language and Visayan dialect Translation of MSME Recovery and Strategic Foresight Toolkit (est 60-75 pages)

Institutional Arrangements
The Consultant shall report to, and be supervised by, the Team Leader, Institutions & Partnerships Programme of UNDP Philippines.
The Consultant will collaborate closely with the Institutions and Partnerships Programme Team and the UNDP Communications Unit to achieve the intended results.
UNDP Philippines shall be entitled to intellectual property and other proprietary rights over all materials that have direct relation to the project.
This consultancy shall be performed remotely and will be a home-based assignment. The Consultant is expected to have their own equipment, office space, and internet connectivity. The Consultant shall not engage in any meetings or activities outside their homes. Coordination/meetings shall be done through phone or online platforms. UNDP Philippines will not provide a workstation, administrative support, transportation or ICT equipment for the Consultant.
Duration of Assignment, Duty Station and Travel
The Contractor will be engaged for 16 working days from July-August 2022 unless revised in a mutually agreed-upon timetable by UNDP and the Contractor. Changes in the duration of the contract will be implemented through the issuance of a contract amendment.

Required Skills and Experience
Scope of Price Proposal and Schedule of Payments
The Consultant must send a financial proposal based on an all-inclusive lump-sum amount to deliver the output below. The total amount quoted shall include all cost components required to deliver the goods and services identified above, including professional fees and any other applicable costs to be incurred by the Consultant in completing the assignment.
The contract price will be a fixed output-based price. Any deviations from the outputs and timelines will need to be agreed on between the Consultant and the Resident representative effected through a contract amendment.
Payments will be made upon satisfactory completion of the deliverable by the target due date. The output will be certified by the Programme Associate of Institutions and Partnerships before payment.
