Description

The Skills for Employment Tanzania (SET) is funded by the Swiss Agency for Development and Cooperation (SDC) and seeks to enhance youth (self-) employment by improving the Vocational Skills Development (VSD) system. It is supporting the government and private stakeholders to expand access to quality training that matches the demand from both the economy and youth, in particular women, including young mothers. The focus is on improving stakeholders´ coordination, use of labor market data, training of trainers and agricultural skills providers’ services. SET will enter its second phase in July 2022 and is looking for an Expert, Labour Market Analysis (LMA) and Monitoring and Results Measurement (MRM) as of July 2022.

The main function of this position is to establish and operationalize a system of generating information to support the management in SET with focus on LMA and MRM. The outcome of LMAs will inform the curriculum and design for youth training and policy, while information from MRM is expected to support overall project management. The LMA and MRM expert has the following specific

Tasks

Management

  • Plan and implement LMA and MRM interventions and activities with the related SET team and manage the related budget.
  • Manage the LMA and MRM team in accordance with the overall Logframe, the yearly plan of operations and in line with Swisscontact corporate principles.

Labour Market Analyis

  • Draft comprehensive Terms of Reference (ToR) and related data collection tools for vocational skills needs (VSD) analysis related to LMA, mainly for tracer studies.
  • Support/manage the implementation of studies in collaboration with related stakeholders.
  • Ensure collection, cleaning and analysis of data and translation into finding/results.
  • Draft related analytical reports and related policy briefs.
  • Advise the national agencies involved in improving the LMA/skills needs analysis system.

Monitoring and Results Measurement

  • Update the existing MRM system, including data and information collection, and establish a central MRM database.
  • Ensure the collection and processing of MRM related data and contribute to the preparation of analytical reports.
  • Ensure timely availability of quality data, evidence and learning for intervention design, reporting and project management.
  • Reporting and Capacity Building 
  • Contribute regularly and timely to the preparation of project documentation, such as regular project and technical reports, project fact sheets, etc. and to the overall Swisscontact.
  • Contribute to the capacity building of national stakeholders and Swisscontact staff.
  • Prepare for and represent SET in relevant international, national or local events and meetings.

Requirements

  • At least a bachelor’s degree in Economics, Education, Statistics, or any other relevant discipline.
  • Minimum of 8 years of professional experience in monitoring, evaluation and analysis of Vocational Skills Development (VSD) with private sector, development partners and/or NGOs/INGOs preferably related to the informal VSD sector.
  • Experience in VSD research, data analysis and analytical report writing including the use of data analysis tools.
  • Good knowledge of LMA and MRM methods and tools would be an added advantage.
  • Proven capacity building skills.
  • Excellent oral and written communication skills in English.
  • Experience in East Africa and project management would be an added advantage.
