CS-01 Procurement Assistance and Construction Supervision, Northern Mountain Provinces Transport Connectivity Project (NMPTCP)

Project Summary

Project Output 1: Safe and climate-resilient national highways in lagging provinces of northwestern Viet Nam completed. This output will be achieved through upgrading (i) Iwo national highway sections: National Highway 279 (NH279) from Bao Ha to Khau Co, and National Highway 32 (NH32) from Khau Co to Ban Bo; and upgrading of Provincial Road 136 (PR136) from Ban Bo to Dong Pao and from Dong Pao to San Thang and (ii) the Provincial Road 175 (PR• 75) section from Mau A 10 Nghia Lo. The road works will incorporate climate resilience and road safely measures by introducing sound slope protection in areas prone 10 landslides and rockfalls, raising highway embankments and bridges along road sections prone 10 flooding, increasing cross-drainage capacity, and installing road safely devices and pavement markings.

The NH 279, NH32 and PR 136 sections totaling 147 km will be upgraded 10 Class 111 mountainous NH with Ihe exception of (i) sleep-gradient stretches 10 be upgraded 10 Class IV mountainous NH (Khau Co and Khe Lech passes) and (ii) the section through a natural reserve from Hoang Lien 10 Van Ban to be upgraded 10 Class V mountainous NH. The PR175 will be upgraded 10 Class IV mountainous NH over a total length of 52 km

Scope of Work

The services will be carried out in accordance with (i) Vietnam laws and regulations and (ii) ADB’s policies and guidelines stipulated in the loan agreement and the project agreement including the approved environmental impact assessment (EIA), EMP,

resettlement plan (RP) and ethnic group development plan (EGDP). PMU2 will be the Employer represented by the Project Director, based in Hanoi. The Consultants will act as the "Engineer" for the contracts and responsible for supervising the execution and

implementation of all works in accordance with the conditions of contract. The Consultants shall nominate a Senior Highway Engineer (international) to act as the Team Leader/Engineer's Representative.

 The project includes civil work packages (from CW1 to CW11): Due to the geological survey drilling for the technical design in some deep-excavated roadbed locations and some locations of retaining walls shall comply with Technical Standard 22TCN 263: 2000. The assignment for additional construction survey will be included in the civil work packages and will be done by the Construction contractors before preparation of the working drawing The Engineer shall work closely with the PMU2 and they will administer the civil works contract and ensure that the works are executed in accordance with its specifications

Expected Assignment Period

- Sep 2022 ~ Feb. 2024 (Not Fixed Yet)

Proposed Position

- Sr. Geotechnical / Material Engineer (18 months, Input period is flexible)

Qualification Requirements

Education: Master’s degree or equivalent closely related to the field(s) of job (Civil/Bridge)

Project-related experience:

- More than 15 years in Bridge/Structure Construction Supervision projects

- Experience in road/highway projects

- Experiences of working on MDB Financed Project:

- Over 3 years in projects financed by the ADB or WB or similar international organizations
