EU Policy and Outreach Partnership in the US and Policy Dialogue Support Facility US

Posting: Team Leader/Contract Manager

Location: Washington D.C.

Contract Duration: Full-time; 48 months

Start-date: March 2023

Overview:

Since 2016 B&S Europe has been leading and implementing a comprehensive cross-sectoral public diplomacy and outreach project for the EU Delegation to the USA, assisting it to increase it visibility and profile amongst a range of stakeholders and target groups (politicians, policy makers, academics, business community, students etc).

The project works closely with all EUD sections as well as Brussels HQ to ensure continued support in their engagement and relationship building across the USA. Activities relate mostly to event organization, production of policy papers & briefings, communication design and partnership building.

B&S Europe has been invited to present a tender for the next phase of the project, which follows largely on from the current phase (set to finish in January 2023), with an added and expanded focus on also supporting the EU/EU Delegation’s bilateral policy dialogues with the USA, which cover a range of issues.

Overall Objective (Impact)

The Overall Objective (Impact) of this action is to strengthen transatlantic collaboration to address global challenges, promote EU interests and priorities, amplify shared values, and demonstrate the EU’s impact and global reach.

Specific Objectives (Outcomes)

  • Support the development of policy research, the production of policy/research papers, and the identification of important targets for advocacy work;
  • Support formal and informal EU-US policy dialogues and partnerships in key shared priorities;
  • Enhance the knowledge and understanding, perception, and attractiveness of the EU among targeted audiences in the US;
  • Increase the visibility of the EU as a trusted, capable, confident and successful actor by
  • Emphasising the EU’s values, quality of life, creativity, and industrial strength.

Profile

The project is currently looking for a Team Leader to lead and manage the project’s day-to-day technical implementation, coordination of the Expert Team and relations with the EU Delegation.

The Team Leader shall be responsible for the overall implementation of the project and ensure effective coordination between all project components. S/he shall be able to demonstrate the ability to manage any non-key experts recruited to deliver the project's technical tasks.

The Team Leader will also guarantee the efficiency and effectiveness of the overall project

management and implementation, including that projects outputs and reports are appropriate,

consistent, timely, and of good quality.

The Team Leader is expected to be endowed with the following skills:

  • Excellent interpersonal skills;
  • A team-oriented and service-oriented working style;
  • Self-motivation and an ability to work independently;
  • Excellent attention to detail and accuracy;
  • The ability to operate calmly and effectively in a high-stress situation and environment;
  • The ability to engage successfully with high-level stakeholders across government and other organisations/institutions;
  • Strong knowledge of American and European politics, political systems, political actors and transatlantic relations;
  • Diplomatic skills and the capacity to deal with politically sensitive issues;

Qualifications and skills

  • An advanced university degree (Master’s or higher) or equivalent in a field relevant to this
  • contract;
  • Superior written and oral communication skills in English;
  • Other European languages are considered an advantage;

General professional experience

  • 10 years of post-graduate professional experience in a sector relevant to the scope of the assignment, of which a minimum 3 years leading a team and managing projects of similar size, complexity, and duration;
  • Experience working in and across the United States;

Specific professional experience

  • 5 years of specific professional experience (included in the 10 years of general professional experience) in the fields of public diplomacy, external relations, cultural relations, or government affairs;
  • Participation in at least one professional activity in the field of transatlantic affairs, European affairs or international affairs;
  • Participation in at least one project implying knowledge and understanding of Project Cycle Management and Logical Framework (or 'logframe') approach considered to be an advantage;
  • Strong working knowledge of EU affairs and the EU;
  • A strong network among think tanks, academia, NGOs, businesses, government, media, and other relevant organisations across the United States and Europe is considered to be an advantage;
  • Participation in at least one similar project, preferably EU-funded public diplomacy or technical assistance projects of similar nature in scope, size, and/or contractual value would be an advantage;
  • Professional experience in the field of environmental policies/Green Deal and/or trade, including digital policy, at major US conferences and festivals, would be considered an advantage.
