Description

He / she will be responsible for overall project management and implementation, overseeing the work of the other experts, and maintaining close contact with the EU Delegation. He/she will develop strong working ties with national counterparts and development partners.

Normal place of posting of the specific assignment: The implementation of the present services for Category I expert (team leader), will be performed from home base.

Mission(s) outside the normal place of posting and duration(s): once context permits frequent travel to Myanmar should be foreseen. Duration: 6 trips (60 days in total)

General description of the position:
• Expert category: Cat. I (>12 years of experience)

Qualifications and skills required:
• Advanced university degree (Master degree) in a discipline relevant to the scope of this assignment, such as public administration, management, social sciences, economics, development economics, international relations, law or other relevant subjects, or, in its absence, equivalent professional experience of 13 years.
• Excellent communication skills, being able to communicate effectively and diplomatically with a wide range of contacts, including public speaking skills; · Good analytical skills, and capacity to produce clear and concise reportsin English, as well as key documentssuch asspecific ToR in the areas of activity of this project; · Strong project management, planning and coordination skills, with the ability to deliver a complex project effectively and under tight deadlines;
• Good people management skills; able to lead and motivate a multi-cultural team to deliver the required results;
• Relevant IT skills(MS Office Applications).

Other skills requirements:
• Familiarity with tools and processes to conduct workshops/consultations/planning and training online;
• Preparation of ToRs across a range of technical areas relevant to these ToRs;
• Experience in organising and facilitating education sector groups, forums, dialogues, with development partners and national education stakeholders would be an asset;
• Good knowledge of EU procedures, programmes and approaches and financial instruments to support education sectors in development countries would be an asset;
• Experience in conducting monitoring and evaluation missions would be an asset.

General professional experience: At least 12 years of experience in the field of international development.

Specific professional experience:
• At least 4 years of experience working in field of international education that includes institutional strengthening / capacity development / policy dialogues;
• Experience in carrying out qualitative and quantitative research and/or analysis would be an asset;
• Proven experience working in Myanmar.

Language skills: · Excellent English communication skills; Burmese knowledge is considered an asset.
