Description

General description of the position: The higher education expert will collaborate closely with the EU Delegation and the implementation agencies of the higher education and professional development mobility component of the AAP 2021 Action. He/She will be responsible for effectively liaising with the final beneficiaries of scholarships and internship grants and with the host ASEAN and European higher education and training institutions. He/she will support the EU Delegation with sub-sector analysis.

Normal place of posting of the specific assignment:
The implementation of the present services for Category II expert (Higher Education expert), will be performed from home base.

Mission(s) outside the normal place of posting and duration(s): once context permits
frequent travel to Myanmar should be foreseen. Duration: 3 trips (15 days in total )

Expert category: Cat. II (>6 years of experience)

Qualifications and skills required: Qualifications and skills:
• Advanced university degree (Master degree) in a discipline relevant to the scope of this assignment in public administration, education, social sciences, economics, or another relevant subject;
• Ability to organise and facilitate multi stakeholder dialogues, consultations, and public meetings, and provide trainings as appropriate;
• Excellent verbal and written communication skills;

Other skills requirements:
• Experience in communication, facilitation and networking activities;
• Working in multi-cultural, multi-national environments;
• Experience in working in fragile and post-conflict states would be an asset.

General professional experience:
• At least 6 years of work experience in international education;

Specific professional experience:
• At least four years of professional experience in higher education;
• At least four years of professional experience in international student mobility;
• Experience in working in ASEAN countries;
• Experience working with procedures for the promotion, selection/nomination of international mobility grants/ scholarships/ internships would be an asset;
• Experience in supporting and managing scholarship alumni networks would be an asset.

• Language skills: Excellent working knowledge both in oral and written English
