The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a state owned organisation. Wework worldwide in the field of international cooperation for sustainable development. GIZ International Services(InS) is an integral division of GIZ.

We offer the experience, the regional and technical know-how of GIZ in the global market and provideinternational clients with expertise in terms of economic and result-oriented services.

GIZ InS is currently preparing for a very interesting assignment. The project aims to further
improve the quality, coherence and effectiveness of EU interventions in international development cooperation by increasing the knowledge, M&E capacity, working methods and skills of EU staff in the EuropeanCommission and EU Delegations.

The objectives of this project are:

  • Support knowledge building: develop and update methodological guidelines and analytical tools,including guidelines for intervention cycle management and M&E of EU interventions.
  • Knowledge transfer support: maximizing the use of knowledge and learning through the organization oflearning/coaching and training activities.
  • Supporting aid effectiveness by setting up evaluation and reporting systems and conducting evaluationsof international cooperation and development initiatives.

Tasks:

She/he will oversee the overall quality management (both in terms of quality process and quality products) andensure methodological coherence and synergies between activities/components by adopting a systemicapproach and creating synergies among transversal topics and priorities.

  • She/he will supervise the workplan implementation and be the first point of contact with the EuropeanCommission.

Qualifications and skills:

  • University degree in a relevant discipline (such as project/programme management, internationalrelations/development cooperation, political science, law, economics) or alternatively relevantprofessional experience of minimum 12 years
  • Fluency in English and French (C1/C2 level)
  • Ability to work and communicate effectively in a multicultural environment
  • Knowledge of Spanish and/or Portuguese will be an asset


General professional experience:

At least 10 years of experience in development/international cooperation projects.

Specific professional experience:

  • At least 8 years of experience as team leader in international cooperation projects, preferably of a mixedteam of long and short-term experts
  • Proven knowledge of learning methods (designing/ implementing/ monitoring/ evaluating) relevant forinternational cooperation and development
  • Experience with Monitoring and Evaluation of projects/programmes in developing countries
  • Profound understanding of EU international cooperation and development policies, instruments andimplementation modalities as well as of the developments at international level (2030 Agenda andSDGs).
  • Sound understanding of EU intervention cycle management acquired through previous workexperiences with DG INTPA and DG NEAR
  • Field experience (at least 3 years) in regions covered by EU Cooperation (Africa, Asia & Pacific, LatinAmerica & Caribbean, European Neighbourhood).
  • Experience in drafting methodological guidance (e.g. Project Management Methodology) and analyticaltools supporting interventions in international cooperation and development will be considered a strong asset
