Description

Deloitte is seeking a qualified candidate to serve as a Deputy Component Lead in support of the USAID State-Owned Enterprises (SOE) Reform Activity in Ukraine (SOERA). The position is full-time and is currently remote.

Project Background and Summary:

The purpose of the Ukraine SOERA is to strengthen public sector business operations and transparency, improving governance and oversight, advancing privatization of selected SOEs, and developing a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:

  1. SOE Mapping, Information, and Strategy.
  2. Reform Coordinating Mechanism (RCM) and Strategic Communications.
  3. Reviewing and Improving SOE Policies, Legislation, and Regulations.
  4. Facilitating SOE Privatization.
  5. Improving Corporate Governance and Management of SOEs.
  6. Providing Emergency Response and Recovery Preparation Technical Assistance to the GOU and SOEs

Objective:

Deputy Component Lead will support the Deputy Chief of Party with leading technical delivery work on multiple components of the project. The Deputy Component Lead will manage different workstreams within a project component, scope new interventions, and produce and edit client deliverables.

Duties and responsibilities:

  • Manage policy and organizational workstreams under the supervision of the DCOP supporting the Government of Ukraine on privatization, leasing, corporatization, liquidation, bankruptcy, SOE management, assessment of wartime damages and losses, and management of seized RF assets.
  • Monitor, manage, and report on the work of independent consultants, subcontracting firms, and consultants under grants
  • Provide 3 weekly bullet points on SOERA project areas and specific project activities for SOERA communications materials
  • Develop scopes of work for SOERA workstreams and grants
  • Participate in SOERA work planning
  • Develop job descriptions for consultants
  • Prepare reports and deliverables in accordance with the SOERA workplan

Basic Requirements:

  • BA in English, Economics, international relations or related field;
  • Excellent communication skills (both written and oral) in English, Ukrainian and Russian, and experience preparing high quality written materials;
  • Exceptional English writing skills, including grammar, syntax and punctuation;
  • 3+ years of experience working in a similar capacity;
  • Proficiency with MS Office (Word and Power Point); and
  • Time-management and organizational skills;
  • Ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representative and senior-level staff
  • Extensive technical expertise in one or more of the following: privatization; corporate governance; anticorruption; policy, legal and regulatory reform; SOE reform and performance improvement
  • Demonstrated ability to establish productive relationships with senior government officials, the business community, civil society, and international donors, particularly on politically sensitive and highly visible issues

Desirable Requirements:

  • Experience with USAID-funded projects;
