Job description

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a state owned organisation. We work worldwide in the field of international cooperation for sustainable development. GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is shortlisted for the EU-funded tender: „Support to Public Finance Management Reforms” in Ethiopia.

The overall objective (impact) to which this action contributes is “Enhanced transparency and efficiency of public financial management for better service delivery and inclusive development”.

The specific objectives (outcomes) of this contract are as follows:

Improved service delivery for all through more effective PFM systems at local level; and Improved budget oversight and budget scrutiny by the relevant national institutions.

Your profile

Qualifications and skills

  • Post-graduate degree in public finance, economics, accounting, public administration or
    related discipline, or equivalent relevant professional experience.

 

General professional experience

  • At least 10 years' of relevant experience with governments or development partners on public
    finance management reforms.
  • Experience in aid delivery methods and in implementation of international cooperation.
  • Experience with EU projects and programmes.
  • Experience with project and programme management, implementation and reporting.
  • Minimum of three years' experience as Team Leader in similar assignments.
  • Demonstrated cross-cultural sensitivity; interpersonal, communication and negotiation skills.
  • Computer literacy, excellent report writing skills and ability to produce quality documents.
  • Excellent oral and written communication skills in English.
  • Experience in Africa is a requirement. Specific experience in Ethiopia would be considered an
    advantage.

 

Specific professional experience

  • Previous experience at senior level as an advisor or technical assistant in government reforms
    including public finance, taxation, budget, expenditure, etc. with ability to respond evolving
    reform needs and opportunities. Specific experience in the aforementioned in Sub-Saharan
    Africa will be an advantage.
  • Practical experience in designing and delivering capacity development activities for members
    of public finance system institutions including specific financial management; monitoring and
    evaluation; procurement, and internal/external auditing institutions.
  • Demonstrable experience with projects related to public sector deliveries, Integrated Budget,
    and Expenditure System (IBEX); Integrated Financial Management Information System
    (IFMIS); and International Public Sector Accounting Standards (IPSAS)..
  • Demonstrable experience in strategic planning, project management, financial management,
    and monitoring and reporting.
  • Experience in PEFA, International Budget Partnership (IBP), etc. research and/or drafting will
    be an advantage.


Location information

The TFU will be based in Addis Ababa. Periodic travel at sub-national level will be required.

Start date & period of implementation

The intended start date is May 2023 and the period of implementation of the contract will be 48 months from this date (approx. 968 working days).
