The objectives of the project are as follows:

  • Deepen the engagement and exchange between EU and GCC states and non-state stakeholders in theareas of green transition, de-carbonisation of the energy system, climate change mitigation andadaptation and environment by exploring and creating opportunities for cooperation in several of theabove fields
  • Promote and facilitate the uptake of green transition policies and technologies by the GCC countries,focusing on informing these policies with relevant EU best practices
  • Promote and facilitate a conducive business environment for EU green tech companies in the Gulfregion


The tasks of the Team Leader are as follows:


The Team Leader will be responsible for the overall management and coordination of the project and forachieving the expected results. She/he will be the strategic advisor for this Action ensuring proactive researchand understanding of needs and defining a sound strategic approach that defines activities that are relevantand pertinent. She/ he will ensure effective communication and cooperation with all stakeholders (FPI, EUDelegations, other stakeholders, local actors) as well as in the selection, prioritisation and detailed design of activities that will target the most pertinent issues.


The Team Leader will need to mobilise non-key experts with specialised knowledge and thematic / regionalexperience to ensure high-quality deliverables under each component. It is expected that the project will builda high-quality pool of experts that can be engaged as needed for the needs of the project.


The Team Leader will also have a strong ability to manage the drafting and edit technical policy documents,summarise key findings and communicate these clearly. She/ he will be advising on pertinent and impactfulcommunication strategy in the beneficiary countries, with strong EU visibility focus. She/ he will be responsiblefor ensuring the quality, appropriateness and timeliness of project outputs and reports.


Professional Experience:
Qualifications and skills
Minimum requirements
1. Advanced university degree at post-graduate level (Masters) in a discipline relevant to the scope of theassignment, such as de-carbonisation policy or energy transition policy or environmental policy/ management/law/ engineering or energy economics or climate modelling or physics or geography or other relevant subject;or,
1. Advanced university degree at post-graduate level (Masters) in another discipline combined with at least 10years full time experience in any of the above sectors mentioned under point 1 on top of the generalprofessional experience required below and
2. Excellent report writing and communication skills in English (level C2) and
3. Excellent analytical and computer literacy skill.
4. Functional knowledge of Modern Standard Arabic (level B2) is an asset.


General professional experience
1. Minimum 10 years of post-graduate professional experience directly related to this assignment. Theexperience should be in at least two of the following fields: green development or green transition policies orenvironmental management or energy transition or climate change policy or de-carbonisation policies
AND in at least 2 countries of the region and
2. Minimum 3 years of post-graduate professional experience must relate to the management of internationalteams of experts (at least as a Team Leader).


Specific professional experience
Minimum requirements
1. Minimum 5 years of sector-related professional experience in at least one of the following fields: analysis ordesign or implementation or enforcement of either green transition or green development governance policies /laws or de-carbonisation strategies and
2. Experience in at least 1 project involving European stakeholders in one of the following: green development,green transition, environmental policy/ implementation.

The intended start date is May 2023 and the period of implementation of the contract will be 36 months.
