Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. 

UN Women in Bangladesh supports the government to implement commitments to international normative standards on gender equality and women’s human rights. The new UN Sustainable Development Cooperation Framework (UNSDCF) for 2022-2026 was launched in 2021 and the corresponding UN Women Bangladesh Strategy Note (2022-2026), defining UN Women’s strategic engagement in Bangladesh, has also been finalized. The country strategy focuses on strengthening the national structures and mechanisms for gender mainstreaming in policies, plans and budgets; supporting efforts to prevent and eliminate violence against women; promoting women’s access to decent and safe work; promoting policies and government investment in women’s empowerment and resilience building in the context of climate change, humanitarian crisis as well as other threats to peace and security. UN Women works with a range of stakeholders in Bangladesh including the government, civil society and women’s organisations, youth, UN agencies and donors, to promote gender equality and women’s empowerment. 

The Sub-Office in Cox’s Bazar was established in 2018 in response to the 2017 Rohingya crisis and the arrival of over 750,000 Rohingya refugees in Cox’s Bazar. Specifically, UN Women is supporting the provision of life-saving, essential services for Rohingya as well as host community women who have experienced, or are at risk of violence, building their resilience through leadership development, livelihoods skills development and building up market linkages; and supporting the provision of sexual reproductive health services and psychosocial counseling for survivors of violence. On par, the Sub-Office is supporting the awareness raising of rights and community outreach, as well as capacity development of women-led organizations and of the APBN to provide gender responsive services.

Reporting to the Head of Sub-Office, the Planning and Monitoring Analyst will provide support to the Sub-Office team in planning and monitoring activities against the Country Strategic Note and donor project targets, supporting funding proposal development. 


Duties and Responsibilities

1. Provide technical assistance to integrated and coherent planning, implementation, monitoring and reporting across UN Women Bangladesh Strategic Note elements specific to the Rohingya crisis

Conceptualize, develop and promote approaches for effective and coherent planning, monitoring and reporting for UN Women;
Support planning, monitoring and reporting processes and products, assisting the development of a coherent biannual work plan, annual report, programme/project documents, and inputs to the strategic note; 
Provide inputs to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
 Include relevant inputs from evaluation findings, conclusions and recommendations into programme formulation;
Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
Ensure effective communication between UN Women Cox’s Bazar Sub-Office and the Country Office in Dhaka regarding monitoring and evaluation.

2. Provide technical inputs to the monitoring and tracking of results against country/regional level targets and UN Women Strategic Plan 

Provide advice to UN Women Sub-Office programme staff on monitoring, reporting and evaluation requirements;  
Coordinate with Programme Team to ensure data collection and analysis from field visits are coordinated and standardized across programmes;
Monitor data from partners on a quarterly basis and provide inputs to regular management briefs to inform decision making;
Visit partners, along with the Programme Team, to support monitoring of results and planning processes, as required;
Facilitate the development, implementation and monitoring of the Monitoring, Evaluation, and Research Plan for the Sub-Office.

3. Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, donors) audiences

Facilitate the process of the Sub-Office meeting internal and external reporting requirements and deadlines, including annual reporting process;
Coordinate inputs to donor and programme reports (both narrative and financial) and support finalization of reports;
Ensure relevant evaluation findings, conclusions and recommendations are incorporated into programme reporting;
Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.

4. Provide technical support to UN Women Sub-Office in Cox’s Bazar in the implementation the UN Women Evaluation Policy 

 Ensure resources are allocated to monitoring and evaluation in project proposals and responsible party project documents, and draft/revise Terms of Reference for specific project/program evaluations;
 Represent UN Women in inter-agency/multistakeholder coordination groups and discussion forums specific to monitoring, evaluation and planning in the context of the Joint Response Plan in Cox’s Bazar;
Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE). 

5. Contribute to knowledge building and capacity building 

Identify and disseminate good practices, lessons, and knowledge, as identified through programme implementation, monitoring and evaluation activities;
Contribute to the development of capacity development tools, including training materials and packages;
Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation among all staff members through communication, training, learning and development activities.

Required Skills and Experience

Education and certification:

Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required.

Experience:

Minimum 2 years of progressively responsible experience at the national level in monitoring and reporting of development projects/ programmes;
At least 2 years of relevant experience of programming on gender equality and women’s empowerment;
Field experience in Cox’s Bazar is an asset.

Language Requirements:

Fluency in English and Bangla is required;
Knowledge of the Chittagonian is an asset.
