Description

Deloitte is seeking a qualified candidate to serve as a Communications Specialist in support of the USAID State-Owned Enterprises (SOE) Reform Activity in Ukraine (SOERA). The position is full-time and is currently remote.

Project Background and Summary:

The purpose of the Ukraine SOERA is to strengthen public sector business operations and transparency, improving governance and oversight, advancing privatization of selected SOEs, and developing a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:

  1. SOE Mapping, Information, and Strategy.
  2. Reform Coordinating Mechanism (RCM) and Strategic Communications.
  3. Reviewing and Improving SOE Policies, Legislation, and Regulations.
  4. Facilitating SOE Privatization.
  5. Improving Corporate Governance and Management of SOEs.
  6. Providing Emergency Response and Recovery Preparation Technical Assistance to the GOU and SOEs

Objective:

Communications Specialist will provide support across all objectives through the fulfilment of responsibilities detailed below. S/he will provide assistance USAID with preparing messaging, talking points, a core set of materials (fact sheets, backgrounders, etc.), human-centric success stories and core graphic and textual materials for ongoing engagements with U.S. and Ukrainian stakeholders.

Responsibilities

  • Create Ukrainian-language factsheets and other content customized for target audiences that can be used for Ministry of Finance of Ukraine non-media stakeholder engagements
  • Conduct research to develop messaging and informational pieces
  • Develop media kits and other press materials for the Ministry of Finance of Ukraine and USAID to engage with Ukrainian media and influencers
  • Suppo develop and implement communication campaigns.
  • Help develop Ukrainian third-party endorsers (i.e., think tanks, NGOs, subject-matter experts) mapping.
  • Work with partners to collect information (both written and visual) to develop success stories and develop them.

Basic Requirements: 

  • BA in English, communications, journalism, international relations or related field; 
  • Excellent communication skills (both written and oral) in English, Ukrainian, and experience preparing high quality written materials; 
  • Exceptional English writing skills, including grammar, syntax and punctuation; 
  • 3+ years of experience working in a similar capacity; 
  • Proficiency with MS Office (Word and Power Point); and 
  • Time-management and organizational skills; 

Desirable Requirements: 

  • Experience with USAID-funded or other donor-funded projects; 
  • Experience with graphic arts and/or desktop publishing software.
