The Position:

The GBVIMS coordinator will be based in Mekelle Sub Office. GBVIMS Coordinator will facilitate the implementation of the GBVIMS in northern Ethiopia, by providing technical support to the organizations and agencies using the GBVIMS for data collection through their service provision to GBV survivors in order to improve and expand the use of the GBVIMS.

Under the overall supervision of the Senior Project Coordinator (Northern Response), the incumbent reports directly to the M&E Specialist.

Job Purpose:

The GBVIMS Coordinator will lead national efforts to roll-out the GBVIMS among potential additional GBVIMS users. In addition, he/she will provide requested technical advice to the pilot roll-out of the next generation of the GBVIMS, Primero/GBVIMS+ at an appropriate time. The GBVIMS Coordinator should work closely and in collaboration with UNICEF and UNHCR GBV focal points in Ethiopia as well as with other GBVIMS organizations, the National GBVIMS Steering Committee, the GBV AOR, the Global Team and all relevant stakeholders and/or coordination bodies at national and field level.

You would be responsible for:

In Ethiopia, UNFPA has a responsibility for leading the GBV Sub-Cluster under the Protection Cluster or for actively identifying and supporting another agency to take on this role. The incumbent will support UNFPA/GBV AoR in an inter-agency capacity to ensure a robust and well-functioning information management system for GBV response that promotes the highest standards of GBV ethical data management, in line with global guidance.

The GBVIMS Coordinator will use the GBVIMS and Case Management, GBV Case Management Capacity Building Initiative and other Global GBVIMS guidelines, including the Area of Responsibility’s Handbook for Coordinating Gender-based Violence Interventions in Emergencies (2019), the Inter-Agency Minimum Standards for Prevention and Response to GBV in Emergencies and the IASC’s Guidelines for Integrating Gender-based Violence Interventions in Humanitarian Action: Reducing Risk, Promoting Resilience, and Aiding Recovery, to facilitate information management system strengthening.

DUTIES AND RESPONSIBILITIES

Under direct supervision of the M&E Specialist, the GBVIMS coordinator will provide technical support to ensure that up-to-date information necessary for effective GBV programming and coordination is collected, used, stored, and shared, in line with relevant standards. The GBVIMS coordinator will support the GBV AoR to make informed, evidence-based strategic and programmatic decisions for GBV programming on the basis of the collected and analyzed information on the scale/scope and coverage of the GBV responses at woreda, zonal, regional level and the needs of affected populations.

Coordination

Lead the National GBVIMS Steering Committee, following an agreed-upon work plan and priorities.
Lead all coordination meetings at the field and national levels including all local and international organizations participating in GBVIMS steering committee.
Provide all technical support needed to the field GBV IMS coordinators, including in the identification of new GBV IMS users.
Maintain and update the work plan/strategy for the GBVIMS rollout ensuring a clear implementation process per region.
Ensure ongoing communication between the field GBVIMS Steering Committees and the national GBV IMS Steering Committees, and between the National GBV IMS Steering Committee and the SGBV Task Force.
Provide regular updates to the GBVIMS steering committee on the process of implementation.
Perform additional tasks related to the coordination of the GBVIMS, as stated by the Information Sharing Protocol.

Capacity Building/Coaching

In coordination with the SGBV Task Force Coordinator, the National Steering Committee, and the Global Team, advise organizations and agencies to use the GBVIMS through technical support, trouble shooting, training, and quality assurance.
Maintain and reinforce the Inter-Agency Pool of GBV IMS Trainers to allow national self-management of basic capacity building needs.
Advise and provide technical support to all local and international organizations on GBV IMS.
Identify capacity building needs and liaise with the Inter-Agency GBV IMS Coordinator for follow up.
Document concerns, good practices and lessons learned from the rollout process.

Information and Analysis

Participate in and facilitate the process of revising the Information Sharing Protocol (ISP).
Lead the consolidation of monthly reports from GBVIMS users; Support with addressing requests for accessing GBVIMS data in coordination with the GBVIMS Steering Committee.
In coordination with the GBV IMS Steering Committee members, utilize GBVIMS data to generate data and to develop reports, produce information bulletins, infographics for programming and advocacy purposes and every other relevant use (LCRP, Proposals etc.).

Facilitation and Representation

Assess technical and operational support needs, help organizing support missions and facilitate the delivery of technical outputs.
Represent the GBVIMS Steering Committee as requested.
Present GBVIMS findings from annual/quarterly thematic reports and analysis to the SGBV Taskforce (national) and in the four SGBV Sub-Working Groups (field level).
Present GBVIMS findings from annual/quarterly thematic reports and analysis to ad-hoc specific meetings
Perform other tasks as requested by the supervisor.

Qualifications and Experience:

Education:

Masters Advanced University Degree in gender studies, social anthropology, law and women’s rights, sociology, cultural studies, public health, demography, international relations, international law, socioeconomics, or another related field.

Knowledge and Experience:

5 years professional experience in areas relevant to GBV Information Management, System, analysis, and needs assessments
Required demonstrable professional experience in the area of Gender-Based Violence Information Management Systems linked to sub-cluster coordination.
Required in-depth understanding of current challenges surrounding global tools and guidance on GBV Information Management, in particular processes surrounding the HNO/HRP and inter-agency IM workstreams.
Effectively uses quantitative and qualitative analysis as well as visualization methods, software, and ability to produce and disseminate regular IM products tailored to appropriate audiences.
Proficiency in Excel and other data analysis tools, desktop editing and publishing software.
Knowledge of the UN system, the Cluster Approach, and the Transformative Agenda.
Demonstrated skills in communication, and training and mentoring to GBV and non-GBV specialists in GBV IM standards and principles.
Strong interest and motivation for inter-agency coordination

Languages:

Proficiency in English required. Knowledge of the local language is an asset.
