Position Overview

Pact is seeking Chief of Party (COP) candidates for an upcoming USAID-funded Caribbean Resilient Economies and Sectors (RESET) Activity in the Eastern and Southern Caribbean Region*. This activity aims to reduce systemic constraints to climate and disaster finance and increase investments in resilience across priority sectors such as agriculture. The main objectives of this activity are: to increase the capacity of the public sector to develop, update and implement financial instruments for climate and disaster-related fiscal risk management and investment in key sectors for resilience, to improve the private sector investment in resilience and to establish and strengthen productive partnerships for resilience.

The position of COP requires outstanding leadership and coordination skills in order to ensure overall project management, meet anticipated outputs, in alignment with compliance and allocated budgets. In close collaboration with the DCOP, the COP will be the main focal point in all general, strategical and technical management of the program between program partners, stakeholders and local government. The COP will be responsible for leading all technical, financial, and administrative aspects of the project and will coordinate closely with USAID in developing, implementing, and revising the project’s overall strategy. The COP will provide comprehensive expert technical oversight and guidance in all aspects of the project, including monitoring and evaluation and reporting to USAID. The COP will be the primary liaison with USAID through USAID’s Contracting Officer’s Representative and serve as the program’s primary interface to key national, regional, and U.S. Government stakeholders in the Eastern and Southern Caribbean, and the broader donor community. This position is contingent upon award.

*Target countries include Bahamas, Barbados, St. Kitts and Nevis, Trinidad and Tobago, Dominica, Guyana, St. Lucia, St. Vincent and the Grenadines, and Suriname.

Key Responsibilities

  • Provide the overall leadership, management, and general technical direction of the program from start up to close out and ensure an integrated vision among different components and actors, with a focus on achieving results.
  • Ensure the leadership of regional program activities and provide managerial orientations to sub-offices for better local impact on program objectives.
  • Ensure synergy across technical components of the project; establish good team planning, coordination, deployment of resources, and intra-team communication efforts in support of the project objectives.
  • Link closely with other projects supported by USAID/Eastern and Southern Caribbean, other USG-sponsored cross-sectoral activities,  other donors, private sector, and national-level government agencies and ministries as well as CSOs and NGOs.
  • Ensure all deliverables are completed in a timely manner and meet all donor’s and Pact requirements.
  • Identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments as required.
  • Supervise a team of technical and operational staff through mentoring of department leaders. Ensure department leaders are developing their capacity to better serve and be adaptive to the program needs.
  • Communicate with the relevant public and private sector counterparts, including partners, businesses, governments, donors, and other stakeholders to drive program objectives

Basic Requirements

  • Master's degree with at least eleven (11) years work experience or bachelor's degree with at least thirteen (13+) years work experience
  • Minimum of ten (10) years of project experience in the ESC region, working in one or more technical disciplines –  private sector engagement, sustainable economic growth, climate adaptation and resilience, disaster response and/or risk reduction, public policy, business administration, institutional capacity strengthening and engagement, and/or other relevant technical areas.
  • At least six (6+) years management experience
  • Proven leadership in the administration of large and complex international donor support programs (USAID projects in particular) with skills in strategic planning, management, supervision and budgeting.
  • Proven ability to develop and communicate a common vision among diverse partners and to provide technical assistance and/or capacity building.
  • Experience working directly with host government counterparts either with top-level ministerial leadership or technical teams fostering collaborative learning and adaptive management, and promoting gender equity and social inclusion.
  • Strong familiarity with the policy, social, economic, environmental, and cultural context in the ESC region.
  • Excellent communications skills including full fluency in English

Preferred Qualifications

  • Experience overseeing and coordinating with international field offices preferred.
  • COP/Project Director experience, preferably on USAID-funded programs
  • Experience in ESC region highly preferred
  • ESC nationals are strongly encouraged to apply.
