Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as equal partners and beneficiaries of development, human rights, humanitarian action as well as peace and security. As such, UN Women seeks to complement and enhance the capacity of other UN entities to serve their respective mandates to deliver on gender equality. In Ethiopia, to ensure gendered response to a worsening humanitarian situation, the UN Women Ethiopia Country Office is working actively to prevent violence against women and girls through focus on participation, protection, as well as recovery and relief efforts. Within this context, a particular emphasis is being placed on the gendered impacts of conflict, such as meaningful access to justice for women and girls, gender-based violence in emergencies (GBViE), protection against sexual exploitation and abuse (PSEA), accountability to affected populations (AAP) and community-based complaint mechanisms (CBCMs).

Through funding from the Central Emergency Response Fund (CERF), UN Women, in collaboration with five local implementing partners, has been working on the rehabilitation and reintegration of women and girls who experienced gender based violence (GBV) / conflict-related sexual violence (CRSV) in the Northern Ethiopia conflict. The project also focuses on providing survivors of GBV and those at risk of GBV with livelihoods and agency to facilitate their access to lifesaving humanitarian services and facilitate their voices in promoting GBV accountability in humanitarian contexts. Furthermore, the project aims to mitigate, prevent, and respond to GBV amongst crisis affected communities more effectively through social norm change and more meaningful engagement of women’s organizations in humanitarian decision-making processes.

The overall aim of the project is to provide survivors of GBV and those at risk of GBV with GBV multi-sectoral services, including legal aid and livelihoods opportunities and to facilitate their voices and participation in humanitarian action. Recognizing the importance of women led organizations (WLOs) and women’s rights organization (WROs) in responding to GBV in their communities, and in line with Grand Bargain commitments on localization, the Emergency Relief Coordinator required 30 percent of the CERF Global Grant funding to be allocated directly to local WLOs and WROs, with a view to enhancing their GBV operational capacity (prevention and protection) and engagement in decision making and accountability in the humanitarian architecture.

There are four outcomes in the CERF project:

Common Outcome 1: Targeted people, through programme interventions, report changes in perceptions and attitudes towards social norms and practices that perpetuate gender-based violence and gender inequalities

Common Outcome 2: WLOs and WROs are empowered to increasingly engage in decision making and leadership in GBV response, mitigation, and prevention

Outcome 3 (Agency specific): Women and girls who have experienced/are experiencing GBV or are at risk of GBV benefit from provision of and access to quality, multi-sectoral services, including legal aid

Outcome 4 (Agency specific): Reduced risk of GBV through provision of livelihoods opportunities, cash transfers including cash for work


Duties and Responsibilities

The following will be the expected deliverables of the consultancy:

Inception report / workplan on how the task will be conducted
Context adjusted data collection tools (based on the global tools developed by UN Women HQ)
Raw data collected from the data collection in Amhara and Afar regions
Data analysis and transcription of interviews, focus group discussion, and any other collection methods from field visits
PowerPoint presentation of preliminary findings to UN Women ECO
Two assessment reports of the data collection related to social norm change and women’s leadership for each region (Amhara and Afar)

The duration of the contract will be for a period of 48 days between February and May 2023.The consultant is expected to begin the task after the contract is signed. The data collection will start once the provider contracted by UN Women at the global level has developed the assessment methodology and tools and shared them with UN Women Ethiopia. It is expected that the work would start in the second half of February 2023. The work outlined in this ToR should be finalized by mid-May 2023 and be coordinated with UN Women at the global level.

Required Skills and Experience

Education

Master’s degree in Women/Gender Studies, Humanitarian Action, or relevant Social Sciences.

Experience and skills

At least 7 years of progressively responsible experience with gender and GBV in emergencies at global, regional and / or country level with a focus on social norms change and local partnerships.
At least 7 years of progressively responsible experience in conducting programmatic assessments / evaluations and with results-based management review methodologies.
Extensive knowledge and technical expertise on quantitative and qualitative research methods for data collection and analysis
Strong knowledge of the Ethiopian humanitarian context including the Northern Ethiopia crisis
Familiarity with humanitarian coordination and response architecture
Excellent written and verbal communication skills in English and Amharic is required
Knowledge of Afari and / or other local languages is an asset
Experience of working with UN Women or other UN agencies is an asset

Language and other skills

Excellent Amharic and English skills required.
Computer skills: full command of relevant Microsoft applications
