The Position:

The GBVIMS National Coordinator position is located in the UNFPA Somalia’s Head Office in Mogadishu and reports to the Programme Specialist, GBV Coordinator.

Job Purpose:

Under the overall guidance of the Programme Specialist, GBV Coordinator, you will work closely with the GBVIMS Coordinators in 3 zones. You will:

Oversee the daily operations of GBVIMS Task Force;
Coordinate, monitor, guide reporting and implementation of the capacity enhancements priorities of GBVIMS for DGOs and regional coordinators. In addition, the GBVMS national coordinator will support the operations of the gender unit as required.

You would be responsible for:

Coordination:

Providing all technical and coordination support needed to the field GBVIMS Coordinators as well as strengthen the capacity of DGOs for GBVIMS;
Routinely identify and propose partners with expertise to be trained and enlisted as DGOS for GBVIMS
Facilitate the commencement of the use of the GBVIMS + platform in Somalia
Participating in GBVIMS coordination meetings at the field and national levels
Ensuring ongoing communication between the GBVIMS Task Force at the national level and key GBVIMS stakeholders at regional level;
Supporting GBVIMS Task Force Chair for the Task Force meetings and other Task Force-related activities;
Developing and maintaining an information management system at the national level by producing monthly and quarterly internal and external reports;
Maintaining updated intake forms and incident recorders and ensure they are contextualized to local context;
Ensuring members have signed the national information sharing protocol and are submitting the report on a monthly basis;
Work in collaboration with the GBV working groups at field level and national level to utilize analysis generated by the 5Ws and other GBV reports as available by partners;
Assist with any other issues related to the coordination of the GBVIMS.

Capacity Building:

In coordination with the GBVIMS Task Force and the field-level GBVIMS Coordinators, encourage organizations and agencies to use the GBVIMS through technical support, trouble shooting, training and quality assurance;
Identify capacity building gaps for DGOs for GBVIMS and case management, propose capacity plan and implement.
Strengthen awareness about GBVIMS in other clusters and at management level in the field in collaboration with the field-level GBVIMS Coordinators and Capacity Building Officer

Information Analysis and Reporting:

Lead the process of updating/revising the Information Sharing Protocol (ISP) as needed;
Ensure timely submission of regional reports for input into the quarterly consolidated GBVIMS report at the national level
Collate, develop and produce GBVIMS quarterly report and disseminate to DGOs and ISP signatories
Prepare presentations for donor and other stakeholders on GBVIMS data in Somalia;
Provide data input into the SG/CRSV and other reports in accordance with the provisions of the ISP

Respond to requests for data from partners and act to provide data or otherwise in line with the provisions of the ISP

Support to the operations of the Gender Unit

Develop quarterly and annual GBV bulletin in collaboration with UNFPA GBV programme personnel
Support in the planning, organization and delivery of UNFPA GBV national and regional initiatives as required
Represent UNFPA at GBV/Gender meetings/fora as required.

Qualifications and Experience

Education:

Master’s Degree or equivalent in Social Sciences, International Development or related field with 2 years of experience.

OR

A Bachelor's Degree (in the above disciplines) with 4 (four) years of experience may be accepted in lieu of the Master's Degree.

Knowledge and Experience:

2 years of experience in programme management, preferably including experience in implementing a GBV programme in humanitarian context;
Experience in information management, database development, usage and management; Demonstrated capacity to analyse data/statistics for humanitarian operations and advocacy;
Previous experience with GBVIMS is preferred.
Demonstrate experiences in working with government partners.
Ability to liaise and affiliate with other UN agencies, Donor, NGO and the Government working in the area of GBV.
UN common system experience, especially field experience, is desirable.

Languages:

Fluency in English and Somali both written and spoken is required.

Appointment, Compensation and Benefits:

The initial fixed-term appointment of a staff member shall be for a period of one year. A fixed-term appointment may be renewed, subject to satisfactory service. A fixed-term appointment does not carry any expectancy, legal or otherwise, of renewal or conversion, irrespective of the length of service.
