The portfolio of UN Women’s work on Governance, Peace and Security in Asia-Pacific will be based on “The Regional Framework Towards Peaceful, Inclusive Societies: Advancing the Women, Peace and Security Agenda and Inclusive Governance in the Asia Pacific Region” (2023-2027) focusing on implementing the WPS agenda to the specific context of Asia-Pacific region such as development and implementation of WPS national action plans; conflict prevention and building peace and resilience; prevention of violent extremism; women’s participation and leadership in emerging or non-traditional security issues such as climate, peace and security and cybersecurity and the digital space. The Governance work covers women’s access to justice; gender-responsive budgeting; women’s leadership, including women’s political participation.

Reporting to the Governance, Peace and Security, Programme Specialist, the Governance Peace and Security Consultant will be based in Bangkok and provide analytical and programmatic support for the implementation of the Regional Framework.


Duties and Responsibilities

Under the supervision of the Programme Specialist, Governance, Peace and Security, UN Women Regional Office for Asia and the Pacific, the consultant will be responsible for the following:

Support the development of new areas of work on Inclusive Governance, Women Peace and Security in the Asia Pacific Region, with a specific focus on Women Peace and Cybersecurity and other emerging WPS issues.
Support the development of knowledge products related to Inclusive Governance and Women Peace and Security with a focus on Women Peace and Cybersecurity and other emerging WPS issues.
Contribute to communications, monitoring, evaluation, and reporting efforts under the “Regional Framework Towards Peaceful, Inclusive Societies: Advancing the Women, Peace and Security Agenda and Inclusive Governance in the Asia-Pacific Region”. This includes creation of stories, briefs and talking points; preparation and finalization of knowledge resources, review of light reviews and evaluation; review collection and analysis of data, results monitoring, drafting of programme reports, and supporting partners and country office monitoring.
Support the implementation of the Regional Framework Towards Peaceful, Inclusive Societies: Advancing the Women, Peace and Security Agenda and Inclusive Governance in the Asia-Pacific Region.
Support the development and furtherance of policy and normative content on Inclusive Governance and Women Peace and Security, including through providing regular country situation update, contributing to policy analysis and delivering presentations of UN Women work in international regional and national conferences, seminars or workshops.

Expected Deliverables and Timeline

Monthly progress reports are to be submitted, describing work completed and listing any deliverables finalized during that month (deliverables as outlined above: reports, concept notes and any other concrete outputs). Payments will be made upon approval of the progress reports by the Programme Specialist on Governance, Peace and Security.

Required Skills and Experience

Master’s degree or equivalent in International Development Studies, Political Science, Law, Human Rights, Gender and Women Studies, or a related field.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
At least two years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and analytical policy support in Governance Peace and Security.
Previous experience with UN Women and other UN agencies is an asset.
Experience in Asia and the Pacific is an asset.
Proficiency in English is required.

Contract Duration and Location

This consultancy is Bangkok-based for a year from 5th April 2023 to 4th April 2024. For travel on a mission, travel costs and Daily Subsistence Allowance (DSA) will be provided. Travel Authorization will be granted to the consultant prior to the travel date.

Evaluation Criteria

Applications will be evaluated based on the cumulative analysis.

Technical Qualification (100 points) weight; [70%]
Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with an evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on the qualification criteria.

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates.

Financial/Price proposal evaluation:

Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
The total number of points allocated for the price component is 100.
The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technically qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments for this consultancy will be based on monthly progress reports submitted by the consultant and a certification that the work has been satisfactorily completed by the Regional Advisor – Governance, Peace and Security and/ or Governance Peace and Security Programme Specialist.
