The USAID-funded State-Owned Enterprises Reform Activity (SOERA) supports Government of Ukraine (GOU) efforts to operate a transparent, accountable, and effective state-owned enterprise (SOE) sector that can meet the needs of the Ukrainian people and its economy. Toward that end, SOERA fosters the transparent and effective governance of SOEs and the privatization of state assets to the private sector. In addition, to address critical needs during wartime and in the subsequent postwar period, SOERA is helping the GOU and critical SOEs fulfill their sustainment, service delivery, and recovery functions. SOERA also supports the GOU’s ability to receive, spend, and account for budget funds provided via international budget transfers, and works to help bring about Ukraine’s effective, efficient, and corruption-free recovery and reconstruction.

To enable the effective and efficient expansion of SOERA activities, and to meet the rapidly increasing need for new long- and short-term staff, SOERA requires the services of one or more full-time Project Onboarding Specialists (POS). These specialists will work out of SOERA’s Ukraine office(s) and will implement and support the full life cycle of bringing on new team members, from helping develop TORs and position descriptions through recruitment, vetting, negotiation, hiring, and mobilization of new staff. 

Throughout these tasks, POS will collaborate and coordinate with SOERA program, operational, and administrative team members, and with the Project Management Offices (PMOs) of Deloitte Ukraine and Deloitte US. POS will report to the Deloitte Ukraine PMO Manager, who will supervise their work and provide direction regarding required tasks and priorities.

Responsibilities will include but not be limited to the following:

  • Work with SOERA leadership and Component team members to draft position descriptions for long- and short-term staff.
  • Create and post recruitment advertisements via project-selected channels and organize submitted applications.
  • Perform proactive recruitment steps via networking, searches, and other means to find qualified candidates.
  • Collect, organize, and assess applications; present to program and project leads.
  • Follow up with short-listed candidates to collect documents, perform background checks, and complete other pre-selection and post-selection steps. Serve as the POC for candidate questions and interactions with SOERA.
  • Support negotiation and employment offer processes, as directed.
  • Support hiring, mobilization, and orientation in coordination with Deloitte HR and operations staff, as needed.
  • Help maintain recruitment and hiring documentation.
  • Develop and support databases of long- and short-term staff hired.
  • Perform other duties in support of SOERA staffing needs, as directed by the supervisor.

Required and preferred qualifications for this position include the following:

  • At least three years of professional experience performing recruitment, onboarding, or other staffing-related duties for an organization in Ukraine.
  • Strong organizational and multi-tasking skills, as demonstrated through professional experience.
  • Demonstrated ability to work as a member of a team, including effective collaboration, coordination, and communications.
  • Excellent attention to detail.
  • Excellent written and verbal communications skills. Fluent English-is a must.
  • Experience with GOU and/or international donor programs in Ukraine, preferred.
  • Knowledge of key Ukrainian public and private sector actors, institutions, and issues, particularly pertaining to governance, economic growth, energy, infrastructure, and other topics, preferred. 

The POS role is full-time engagement to support the SOERA project in Ukraine, as operated by Deloitte Ukraine.
