Job Purpose:

This consultancy aims to support UNFPA’s Accountability to Affected Populations (AAP) Specialist to implement specific AAP project activities (funded by several donors) that aim to strengthen the quality of UNFPA humanitarian services as well as AAP coordination at the response-wide level. This consultancy is expected to support the following activities:

AAP capacity building/strengthening (with links to PSEA, Gender and Inclusion) for UNFPA frontline staff and Implementing Partners.
Roll out of Information Hub and gender responsive community feedback and complaints mechanisms.
Documentation of good practices and challenges to undertake community centered approach in programming.
AAP Working Group’s operational support in implementing Collective AAP Strategy for Afghanistan focused on collective community feedback mechanism.
The assignment is home-based, with a possibility to travel to Kabul and the field for 2 months.

You would be responsible for:

The consultant is expected to deliver specific project activities including:

AAP capacity building/strengthening (with links to PSEA, Gender and Inclusion) for UNFPA frontline staff and Implementing Partners:

Co-create AAP training package based on UNFPA Country Office programme need, available in English, Dari and Pashto.
Support the delivery of training activities for UNFPA frontline staff and its Implementing Partners.
Identify areas for strengthening the capacity gaps of frontline team.

Roll out of Information Hub and gender responsive community feedback and complaints mechanisms:

Support the roll out of Information Hub for Implementing Partners to strengthen the inclusive approach for information sharing with communities and social and behaviour change communication in programming.
Support the roll out of gender responsive feedback and complaints mechanisms through improving the guidelines, training and mentoring programmes for the Implementing Partners.
Support the development and implementation of community voices analyses/briefs to improve course correction in UNFPA programming.

Documentation of good practices and challenges to undertake community centred approach in programming:

Identify and develop community engagement good practices and challenges in UNFPA programming, in close consultation with programme team and Implementing Partners, to inform learning.

AAP Working Group’s operational support in implementing Collective AAP Strategy for Afghanistan focused on collective community feedback mechanism:

Support the coordination and management of Afghanistan Community Voices and Accountability Platform under the guidance of UNFPA’s AAP Specialist and in close coordination with the AAP Information Management Officer.

Qualifications and Experience:

Education:
Advanced university degree or equivalent in international development, social science, human rights, journalism, humanitarian affairs or other related fields.

Work experience:

Minimum 7 years of progressive experience working in humanitarian and preparedness settings, with at least 4 of which should be field-based or in an emergency context.

Technical knowledge:

Strong knowledge of community engagement, accountability to affected populations, social and behavioural change communication, protection, gender, inclusion in emergencies and preparedness settings.
Experience in developing guidelines and good practices on community engagement and AAP at the country level.
Strong background in qualitative research.
Experience in applying people centred approach into policies and practices.
Ability to translate global policies and commitments relating to AAP into practice.
Experience working on inter-agency approach for AAP.
Set high standards for quality of work and consistently achieve project goals.
Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships.
Previous experience working in Afghanistan context preferred.
Previous experience working with UN preferred.

Language proficiency:
