Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system’s efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Ministry of Peace (MoP) of Ethiopia was established in 2018/19 after the national reform and was reorganized in 2021 based on Proclamation No. 1263/2021 issued to reorganize the executive bodies of the federal government. The ministry's main missions can be summarized in four result centers. One is to maintain and enforce positive peace, and the other is to create a national consensus on important national issues and promote national unity. The third is to study and identify the causes of conflicts and formulate and implement solutions that can solve the conflict sustainably. The fourth is to establish multi-national federalism and serve as a hub of good relations based on understanding, cooperation, and partnership between the federal and the regions, between regions. Last, it is to achieve holistic and lasting peace in our country.

To this end, MoP is planning to strengthen gender mainstreaming throughout its work, to ensure sustainable and inclusive peace in the country, by ensuring women’s meaningful participation and promoting women, peace and security (WPS) agenda in all aspects of Ministry’s interventions. In order to respond to the need and commitment of the MoP to gender mainstreaming, UN Women is hiring a national gender expert to support the endeavor.


Duties and Responsibilities

The Main tasks of the consultancy are the following:

Prepare Inception report: the inception Report should detail the consultants understanding of what the consultancy work is aiming to achieve and why; core tasks and proposed methods to carry out the tasks; proposed sources of data and data collection procedures together with data analysis techniques; proposed schedule of tasks, activities and deliverables. The inception report should indicate whether additional support is required to ensure a comprehensive development of gender mainstreaming strategy and implementation plan. The consultant should present the inception report to MoP and UN Women for feedback. In this the consultant elaborates the gaps identified by the ‘Institutional Audit’ carried out as a baselines study to support process of developing National Action Plan on Women, Peace and Security (NAP-WPS) and develop recommendations.
Develop the Gender Mainstreaming Strategy for Ministry of Peace in close collaboration with the Gender Directorate and 12 gender champions identified by the Ministry, submit the draft for review, present the strategy for validation and finalize the strategy after incorporating the inputs.
Develop training materials and deliver Training of Trainers (ToT) on utilization of the Gender Mainstreaming Strategy for 3 days.

Required Skills and Experience

Education

Master’s degree or equivalent in gender/women's studies, peace and security studies, peace and development, human rights, social sciences, Sociology or related field is required. A PhD will be an added value.

Experience

At least 5 years’ experience working on Women, Peace and Security, gender, peace, security, and conflict and/or other relevant fields.
Prior experience in supporting national governments on gender mainstreaming in peacebuilding institutions a priority.
Technical expertise and strong understanding of national peacebuilding architecture in Ethiopia
Demonstrated ability and experience to facilitate capacity-building for adults, senior experts and officials in the areas outlined.
Experience in facilitating interactive dialogues and consultations.
Experience in drafting clear policy or strategy documents
Experience in working in a diverse team is an asset.
An ideal candidate should have creativity, strong organizational ability, capacity to deliver on time, excellent presentation skills and be responsive to feedback.

Language:

Fluency in oral and written English and Amharic is required.
Knowledge of another Ethiopian language is desirable.
