Background

Grounded in the vision of equality enshrined in the Charter of the United Nations (UN), UN Women works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security. The “Safe and Fair: Realizing Women Migrant Workers’ Rights and Opportunities in the ASEAN Region (2018-2022)” is part of the European Union-United Nations (EU-UN) Spotlight Initiative to eliminate violence against women and girls. Safe and Fair (the Programme) is implemented through a partnership between the ILO and UN Women (in collaboration with UNODC) with the overriding objective of ensuring that labour migration is safe and fair for all women in the ASEAN region. The Programme aims to address women workers’ vulnerabilities to violence and trafficking, strengthen rights-based and gender-responsive approaches to violence against women and labour migration governance and support access to essential services.

Safe and Fair delivers technical assistance and support with the overall objective of making labour migration Safe and Fair for all women in the ASEAN region. Safe and Fair engages with ASEAN Member States’ government authorities; ASEAN institutions; workers’ organizations; employers and recruitment agencies; civil society organizations; community-based organizations; families and communities; research institutions and academia, media networks, youth, and the general public and supports programming in ten countries (Brunei Darussalam, Cambodia, Indonesia, Lao People's Democratic Republic, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam).

Safe and Fair works in close cooperation with governments and social partners to achieve three inter-linking specific objectives:

Specific objective 1: Women migrant workers are better protected by gender-sensitive labour migration governance frameworks;

Specific objective 2: Women migrant workers are less vulnerable to violence and trafficking and benefit from coordinated responsive quality services; and

Specific objective 3: Data, knowledge and attitudes on the rights and contributions of women migrant workers are improved

The strategy of Safe and Fair mainstreams three cross-cutting topics: women’s voice and agency; rights-based approaches; and broad engagement of stakeholders. Safe and Fair ensures visibility, awareness-raising and dialogue promotion on changing norms around violence against women throughout migration and strengthening rights-based approaches to Safe and Fair labour migration governance for women in the ASEAN region.

The national consultant will contribute to the outputs under Objective 2 and 3.


Duties and Responsibilities

The national consultant will manage UN Women Thailand contribution to regional Safe and Fair Programme, under the direct supervision of Country Programme Coordinator UN Women Thailand and Programme Specialist, Ending Violence against Women- Safe and Fair, UN Women ROAP. The consultant is expected to accomplish the following specific tasks:

Lead implementation, monitoring, reporting and evaluation of Safe and Fair Programme in Thailand with focus on Objectives 2 and 3.
Provide technical support to inter-gency coordination on EVAW, migration, trafficking and access to essential services to achieve coherence and alignment of UN Women programmes with other partners in the country
Coordinate and provide substantive technical support in the implementation of programme activities, in line with the approved work plan.
Monitor progress on programme activity and results.
Prepare monitoring reports highlighting programme results, outputs and outcomes in flash reports, midterm, and annual report
Monitor budget implementation and programme expenditure and support budget revisions when required.
Provide inputs to budgets and financial reports
Review, coordinate and monitor the submission of consultants and implementing partner financial and narrative reports;
Ensure close coordination with implementing partners, UN Women and ILO Country Offices, UN Women and ILO Regional Offices (including technical consultants);
Provide inputs to resource mobilization strategies and relevant documentation such as programme summaries, concept notes, proposals, donor profiles etc.
Coordinate and support the organization of advocacy activities, campaigns,

workshops, trainings etc.

Provide substantive inputs to advocacy, knowledge building and communication efforts; and in close coordination with the Communications and Campaigns Consultant:
coordinate and organize advocacy campaigns, events, consultations, trainings, workshops and knowledge products; and
Coordinate the development of knowledge management methodologies, and products on access to essential services of WMWs and victims of trafficking
Provide technical inputs to development of knowledge products
Participate in donor meetings and public information events, as delegated - Prepare meeting minutes and ensure appropriate follow-up actions - Oversee the work of Programme Assistant as needed.
Provide substantive technical support to the Representative, Deputy

Representative, Country Programme Coordinator, and Regional Office on inter-agency coordination related activities by drafting background reports, and briefs;

Lead in the project wrap up and closure towards Q4 of 2023, and in preparation support in the evaluation and collation of all relevant documents, reports and feedback needed from project partners and consultants.

Expected deliverables and timelines

Payment will be disbursed in monthly lump sum upon the satisfactory submission of the monthly progress report.

Regional Offices (including technical consultants);

Conduct of advocacy activities, campaigns, workshops, trainings etc.

Every 30th of the month, from June 2023 -December 2023

Substantive inputs to advocacy, knowledge building and communication efforts in close coordination with the Communications and Campaigns Consultant

Supervision

Consultant will work under the direct supervision of the Programme Specialist, Ending Violence against Women- Safe and Fair, UN Women Regional Office for Asia and Pacific (ROAP) and Country Programme Coordinator of UN Women Thailand Programme who will be responsible for the quality assurance of the deliverables.

Required qualifications

Education

Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
A first-level university degree (Bachelor’s degree) in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience and skills

At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
Previous experience in the field of violence against women is an advantage;
Experience coordinating and liaising with government agencies and/or donors;
Experience supporting/implementing an EU-funded project is an asset

Language and report writing skills

Fluency in English and Thai is required.
Experience in writing reports is required

Contract period and work location

The total duration of the engagement is from 01 June 2023 – 31 December 2023. The consultant will be based in Bangkok (official duty station in Thailand Programme, ROAP. Upon request of UN Women team and/ or partners and depending on budget availability, the consultant may travel to project areas or activity venues outside duty station.

Any travel costs related to travel will be authorized and arranged by UN Women prior the travel date according to its rules and regulations.
