Deloitte is seeking a qualified candidate for the USAID State-Owned Enterprises Reform Activity in Ukraine (Ukraine SOERA) to serve as Investor Relations Consultant supporting the State Property Fund of Ukraine (SPFU).

Project Background and Summary:

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improving governance and oversight, advancing privatization of State-Owned Enterprises (SOE), and developing a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:

1.    SOE Mapping, Information, and Strategy.

2.    Reform Coordinating Mechanism (RCM) and Strategic Communications.

3.    Reviewing and Improving SOE Policies, Legislation, and Regulations.

4.    Facilitating SOE Privatization.

5.    Improving Corporate Governance and Management of SOEs.

6.  Providing Emergency Response and Recovery Preparation Technical Assistance to the Government of Ukraine (GOU) and SOEs.

Objective:

To improve its marketing of SOEs and real estate being privatized, the State Property Fund of Ukraine requires support in identifying potential investors for assets being privatization, providing investors with information on those assets, explaining the privatization process to potential investors, developing relationships with organizations to expand contacts with potential investors, and developing marketing materials and presentations targeted at potential investors, both Ukrainian and international. 

 Responsibilities:

1) Act as the primary point of contact for potential investors

2) Coordinate and communicate with key organizational stakeholders such as Chambers of Commerce, Embassies, business organizations, and corporations

3) Develop and maintain a database of potential investors (CRM).

4) Promote the SPFU's privatization program, individual assets/objects and other SPFU initiatives to potential investors, Ukrainian and international stakeholders, participate in conferences and events.

5) Shortlist potential investors.

6) Develop presentation materials for potential investors

7) Coordinate organizational support for auction/tender preparation.

8) Participate in the preparation of objects for large-scale privatization.

9) Conduct top-level analysis of the current state and readiness of objects for large privatization

Position Requirements:

       Over 10 years of broad professional experience, demonstrating adaptability and versatility.

       University Bachelor's degree in finance, marketing, business, or communications relevant disciplines.

       Experience in working in the public sector and in SOE reform is a plus

       Comprehensive knowledge of the reform implementation process in Ukraine.

       Exceptional organizational, communication, and presentation skills, with a talent for facilitating effective collaboration.

       Strong written and oral communication skills in Ukrainian and English

       Ability to work autonomously and as part of a team

       Fluent in written and spoken English and Ukrainian

       Highly developed analytical and organizational skills.

       Proficiency in using various software, including PowerPoint, Project, Excel, and Word.

       Proactive and results-oriented approach

       Experience in the investment market is an asset.

       Experience in leading and managing multidisciplinary teams is an asset.
