Job Description

SNV is seeking a dynamic and pragmatic professional to drive SNV’s excellence in contracting and procurement. The Global Contracting and Procurement (C&P) Advisor brings best practices into SNV and provides in-house advice to (senior) management on contracting, procurement and related donor compliance topics in projects, at country (where most of SNV’s procurement happens), global team and corporate level. They maintain and improve SNV’s C&P policy and systems infrastructure.

This position requires travel to SNV countries to build and maintain relationships with relevant stakeholders and provide quality and audience-appropriate support and training. The Contracting and Procurement Advisor is part of SNV’s Global Compliance Team, based in The Hague.

Responsibilities

  • Oversee, develop and maintain SNV’s C&P Policy area, accompanying guidance and tools to ensure efficient, competitive, transparent and compliant contracting and procurement practices across the organisation
  • Advise on, and support, SNV’s C&P (systems) infrastructure at corporate level for application in SNV countries and global teams’ operations
  • Supervise and define C&P quality assurance standards and controls for corporate and project life cycle processes
  • Provide proactive backstopping support to SNV global, country and project teams, including on compliance requirements, specific procurement and contracting processes
  • Provide specialist advice on suppliers, consultant and partner contract templates and contracting processes at key moments during the project cycle, from proposal design to project closure
  • Based on evidence from support to projects, countries and global teams, identify risks as well as systems and process improvements, proactively develops and implements solutions to ensure ongoing excellent C&P at SNV
  • Develop mechanisms to facilitate effective learning between project, country and global team colleagues
  • Lead on the design and delivery of audience appropriate training  on contracting and procurement for SNV staff and partners
  • Work closely with stakeholders to identify business needs and develop specifications for sourcing activities
  • Lead sourcing, negotiations, review and execute procurement contracts and agreements for the Netherlands' office.
  • Oversee the work of colleagues providing C&P support to SNV global teams
  • Build the capacity of the C&P community of practice by developing and delivering audience appropriate trainings, webinars, guidance documents, etc.
  • Actively staying informed of industry C&P requirements and practices, as well as donor related developments
  • Advise SNV (senior) management on C&P and risk mitigation issues

Qualifications

Essential:

  • At least seven years of relevant and demonstrable experience working on contracting and procurement, with a focus on indirect and professional services
  • Experience in conducting high value bid analysis, engaging stakeholders, managing risk, overseeing supplier due diligence
  • Demonstrable experience in leading multi-unit procurement and/or supplier contract management initiatives
  • Fluency in English (working language) with strong negotiation, influence, and facilitation
  • Ability to think conceptually with good attention to detail
  • Ability to work independently, draw on external networks, provide pragmatic advise and translate ‘contracting and procurement language’ to a non-specialist audience
  • Solution-oriented and collaborative mindset

Desired:

  • Master’s Degree in business administration, finance, procurement, logistics, business, law, international relations, or other relevant field; Extensive relevant experience in lieu is welcome
  • Knowledge of SNV’s key donor requirements is desired (such as Dutch Ministry of Foreign Affairs, UK Department for International Development, European Union, Swedish and Swiss Development Agencies) as applied to contracting and procurement
  • Experience of Business Development and managing international development projects is desired
  • Willingness and ability to travel to SNV operating countries
  • French Language proficiency is desired
  • Previous experience implementing procurement software and systems particularly procurement to pay and e-sourcing tools.
  • Understanding of supply chain due diligence ensuring adherence to human right principles
  • Passion and motivation to implement sustainable sourcing practices
  • Familiarity with SNV’s leading sectors: Agriculture, Energy and Water is also desired.

Additional Information

Contract Type: Dutch employment contract for one year, with possibility of extension.
Desired Start Date: As soon as possible.
