Communications Campaigns Planner

Background

Alinea International  is looking for experts for the upcoming strategic communication project to support the Government of Ukraine (GoU). The purpose of the project is to enhance the GoU capacity to conduct data-driven communications through improved understanding of the needs, attitudes and perceptions of the Ukrainian citizens in order to inform communication strategies, campaigns and activities to counter malign influence and disinformation and strengthen critical thinking during the ongoing war. The project will also facilitate cross-agency coordination to ensure better quality of crisis communications and strengthen ongoing efforts of the GoU to withstand the Russian military aggression and promote early recovery efforts.

Scope of work:

The expert will ensure all activities are delivered in time and are appropriately documented. S/he is expected to work closely with the Creative Director in Ukraine and participate in relevant project meetings. The broad scope under this position includes the following components:

• Responsible for calculating how to best and most efficiently reach target consumers with the creative content/messaging.
• Experience developing messaging frameworks, media plans, and tactical channel plans.
• Multi-channel campaign knowledge and experience.
• Hyper-targeted campaign experience.

Expert Profile:

The expert is expected to meet the following requirements related to her/his qualification, skills and professional experience:

• Demonstrated experience in the design and delivery of strategic communication campaigns for donor-funded projects and/or government institutions in Ukraine and other relevant geographies in Eastern Europe.
• Senior experience of work at a media agency, advertisement or sales is highly preferred.
• Strong understanding and skills of designing data-driven communications based on audience insights and specific characteristics of distinct target audiences.
• Experience of planning behaviour change campaigns aimed to influence/change specific behaviours and actions of target audiences to achieve positive impact.
• Experience in content production, including development of campaign photo and video content, data visualisation, gamification of content, etc.
• Experience in working with international development organisations and familiarity with campaign management and reporting in donor-funded projects.
• Fluency in English, Ukrainian and Russian, written and spoken.
