Background

1. Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) is the United Nations entity dedicated to gender equality and the empowerment of women (GEWE). A global champion for women and girls, it was established to accelerate progress on meeting their needs worldwide.

Within the UN system, UN Women is mandated to lead, promote, and coordinate efforts to advance the full realization of women’s rights and opportunities. The UN General Assembly has called on all parts of the UN system to promote gender equality and the empowerment of women within their mandates and ensure that commitments on paper lead to progress on the ground. Towards these ends, UN Women helps strengthen effective UN action on the global, regional, and national levels. We help bolster capacities to make achieving gender equality central to programs and policies, advocate for greater resources, and guide and implement joint development programs. We support measures upholding accountability for commitments to women and have a key role in increasing knowledge about women’s status in the United Nations.

The 2020 Quadrennial Comprehensive Policy Review of operational activities for development of the United Nations system (QCPR) stated the importance of the UNCT System Wide Action Plan (UNCT-SWAP) Gender Equality Scorecard in the context of UN reform by emphasizing that realizing GEWE will make a crucial contribution to progress across all the Goals and targets of the 2030 Agenda. In doing so it called upon: “all entities of the United Nations development system to continue to promote gender equality and the empowerment of all women and girls by enhancing and accelerating gender mainstreaming through the full implementation of the System-wide Action Plan on Gender Equality and the Empowerment of Women, developed under the leadership of the United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women), as well as the United Nations country team performance indicators for gender equality and the empowerment of women (the UNCT SWAP “scorecard”)”. 

The UNCT SWAP Gender Equality Scorecard tool consists of 15 Performance Indicators that span seven dimensions (UNCT-Gender Equality Marker (UNCT GEM)) is covered under one of the dimensions i.e., 6).  In 2023, an analysis of UNCT-SWAP Indicator performance in the region was carried out which showed that while the region is doing better than the global average on some indicators, there are some areas in which the region is lagging. The analysis showed that out of all UNCTs in Asia-Pacific who submitted an annual report of the UNCT-SWAP in 2022, the three indicators where UNCTs were under-performing included indicators: 4.3 (Gender parity), 6.1 (Resources for financing GEWE) and 7.1 (GEWE Results). Additionally, while few, there are still some UNCTs in Asia and the Pacific that have yet to carry out their first comprehensive assessment of the UNCT SWAP Gender Equality Scorecard tool.

The technical guidance for the UNCT SWAP Gender Equality Scorecard has been updated in 2023, namely: performance indicators 1.1, 1.2, 4.1, 4.3, 5.1 and 6.1. Other global guidance that are under-going updates include: the UNCT GEM and the Gender Theme Group Standards and Procedures. In line with this, UN Women ROAP and UNFPA Regional Office for Asia and the Pacific are proposing to jointly conduct a four-day in-person training in Bangkok (Thailand) between 25 and 28 September 2023.

Duties and Responsibilities

Under the supervision of the Regional Strategic Planning and Coordination Specialist, Consultant - Results-Based Management (RBM), Monitoring and Reporting will contribute to the following tasks.

  • Develop a training outline for conducting a half-day interactive training session targeting co-chairs of UN Country Team (UNCT) Gender Theme Groups (GTG) (or their equivalents)- and other GTG members- as well as the Team leaders in the Office of the Resident Coordinators’ Offices focused on unpacking the concepts and approaches to realizing Performance Indicators 2.3 and 7.1 of the UNCT-SWAP Gender Equality scorecard tool, and examples to tools and resources that can be used by UNCTs based on UN system wide global resources and available resources on the UN Women Asia Pacific virtual toolkit

          To conduct a half -day training in line with the above in Bangkok (Thailand) in person, in the week of 25 September 2023.

  • Develop a training outline for conducting one -day interactive training session targeting UN Women UN Coordination focal points in the Asia-Pacific region, focused on unpacking the concepts and approaches to realizing Performance Indicators .1.1-1.3 and 2.3 of the UNCT-SWAP Gender Equality scorecard tool, and examples to tools and resources that can be used by UNCTs based on UN system wide global resources and available resources on the UN Women Asia Pacific virtual toolkit

            To conduct a full -day training in line with the above in Bangkok (Thailand) in person, in the week of 25 September 2023.

  • Develop training write-up, plus documentation of feedback/recommendations.

Payments for this consultancy will be based on certification of satisfactory submission of deliverables as mentioned above at the end of the assignment. All travel related expenses will be covered directly by the UN Women.

No documents, tools resources, or analyses (or parts thereof) or comments from UN Women staff will be shared outside the UN Women Office and all documents provided to the consultant will be treated as confidential.

Work Experience

  1. Minimum 15 years of professional experience in international development including in undertaking research and analysis on developmental issues including in advancing gender equality and the empowerment of women and girl.
  2. Demonstrable experience in supporting results-based management in line with UN principles and standards, in supporting monitoring and reporting, in conducting assessments, reviews and/or evaluations is desirable.
  3. Demonstrable experience in facilitating trainings/capacity building initiatives and in report writing in line with the TOR are also desirable.
  4. Experience working with UN agencies, particularly UN Women is a strong asset.

Language Requirement

  1. Language proficiency in English required.
  2. Proficiency in another UN language is an asset.

6. Working arrangements

The consultancy is home-based from September to December 2023, and the consultant will consult regularly with the Regional Strategic Planning and Coordination Specialist via e-mail and/or MS Teams. The consultant will however be required to support one half-day in-person training and a full day in-person training, both of which will take place in Bangkok (Thailand), during 25-29 September 2023.  All travel related expenses will be covered directly by the UN Women.

7. Evaluation

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  •  Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria for thematic evaluation consultant:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
