UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The United Nations Joint Global Programme on Essential Services for Women and Girls Subject to Violence, a partnership by UN Women, UNFPA, WHO, UNDP and UNODC, aims to provide greater access to a coordinated set of essential and quality multi-sectoral services for all women and girls who have experienced gender based violence. Under the framework of the UN Joint Global Programme on Essential Services (a partnership between UN Women, UNFPA, UNODC, UNDP and WHO), UN Women has led the development of a handbook for law enforcement on gender-responsive police services for women and girls who have experienced violence, together with the International Association of Women Police (IAWP) and UNODC, and supported by other key rule of law partners.
