Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Liberia Country Office contributes to its global corporate mandate to make the vision of the sustainable Development Goals a reality for women and girls and stands behind women’s equal participation in all aspects of life. Its main objective is to promote women’s human rights and gender equality which are key in sustaining and furthering achievements in stability and development.  In this regard, its programming in the country is connected to four corporate priority areas: (1) Governance, women’s leadership and political participation; (2) enhancing women’s economic empowerment; (3) engaging women in all aspects of peace and security processes; (4) advancing women’s rights to live free from violence. UN Women also coordinates and promotes the UN system’s joint work in advancing gender equality.

Reporting to the Deputy Country Representative, the Planning and Reporting Analyst will provide support to the Deputy Country Representative in strategic programme planning, inter-agency coordination, resource mobilization and partnership building, as well as advocacy and communication.

Duties and Responsibilities

  1. Provide support to senior management in strategic planning for the Liberia Country Office:
  • Provide inputs to the development of country programme planning processes and products, including the annual workplan, strategic note, and programme/ project documents, the preparation of United Nations Sustainable Development Cooperation Framework and other UN system joint programming documents;
  • Participate in and provide support to joint inter-agency UN planning processes and similar exercises;
  • Monitor changes in the Annual Workplan of the Country Office and assist in the approval process;
  • Contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans as well as quality assurance processes

2. Facilitate the reporting of results to internal (Senior Management) and external (Donors) audiences:

  • Facilitate the process of the country office meeting internal and external reporting requirements and deadlines, including semi- annual and annual reporting process through RMS;
  • Conduct quality reviews of narrative donor reports drafted by Programme Managers  
  • Ensure timely submission of financial donor reports.
  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
  • Review progress reports submitted by implementing partners and provide feedback to improve quality and timeliness of reporting;
  • Follow up on required action and outstanding issues, and report on outcomes/results
  • Collect and maintain data for country, regional, and global corporate reports, mid-term reviews, and final evaluations.
  • Monitor donor agreement approval in Donor Agreement Management System.

3. Contribute to Monitoring and Reporting:

  • Support Strategic and Bi-Annual Planning ensuring alignment with cooperate guidelines and standards;
  • Support the country office periodic reporting ensuring timeliness and quality of information and data (quarterly and annual);
  • Provide inputs into the Country Office project proposals and plans, guiding the development of results framework based on Results-Based Management principles;
  • Coordinate the Country Office’s contribution to the Results Groups monitoring, evaluation and reporting function including but not limited to UNINFO data management;

4. Contribute to knowledge building and capacity building

  • Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
  • Provide technical guidance on Results Based Management (RMB) and Monitoring and Evaluation to all programme teams and partners, including conducting practical training as required.
  • Contribute to capacity development including tools, training materials and packages;
  • Facilitate capacity-building opportunities for staff and partners in the country in the areas of Results Based Management (RBM), monitoring and evaluation;
  • Promote the awareness and understanding of the shared responsibility of Planning, Monitoring and Evaluation (PM&ER) among all staff members through communication, training, learning and development activities.

Required Skills and Experience

Education and Certification:

  • Master's degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years of progressively responsible experience working with inter-agency coordination and strategic programme planning processes; 
  • Experience in the development, planning, implementation, monitoring and reporting of programmes is required;
  • Experience working in gender equality and women’s rights at the international level is desirable;
  • Experience working in developing countries within the UN system, Agencies, Funds or Programs is desirable.

Language Requirement

  • Fluency in English
  • Knowledge of French is desirable.
