Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 9 countries: Kenya, South Sudan, Cambodia, Tanzania, Uganda, South Sudan, Haiti, Somalia and Zamabia. Action Against Hunger-USA has over $75 million in programs, and approximately 2000 staff based in in the various country offices, Head Quarter in New York City and Operational Centre in Nairobi. Additional growth is anticipated.

Job Summary

Action Against Hunger – Somalia seeks an experienced Monitoring and Evaluation/HMIS Manager for the Damal Caafimaad Program. The purpose of the Damal Cafimaad is to deliver the Essential Package of Health Services in Bakool Region for better health outcomes through strengthened essential health services provision. The project is funded by World Bank through the Federal Republic of Somalia. The Monitoring and Evaluation/HMIS Manager will work closely with the Regional Health Office to oversee the HMIS system in Bakool region. Moreover, he/she will work with the Project Manager and the Technical Manager to establish program reporting tools ensuring program data is analyzed and disseminated in a timely manner.

Purpose: The Monitoring and Evaluation/HMIS Manager will lead and manage all HMIS system related tasks: oversee the system, develop HMIS capacity and report on indicators on regular basis. In addition, he/she will be tasked with overseeing the MEAL system/framework and its implementation and analyze the metrics for Damal Caafimaad contract to assess the impact and quality in support of project design, implementation and reporting. In addition, the role will oversee the implementation of accountability and feedback systems in addition to developing required tools for use in specific projects based on established M&E framework.

Engagement: Internally the The Monitoring and Evaluation/HMIS Manager will collaborate closely with Project Manager and Technical team lead to create and standardize quantitative and qualitative monitoring tools to monitor key processes, outputs, and outcome indicators related to each consortium project and sectors of intervention. Externally, he/she will closely liaise with the Regional Health Office, staff at health facility and partners.

Delivery: The Monitoring and Evaluation/HMIS Manager oversee data collection and analysis for baseline, end line, outcome level assessments and routine/post-distribution monitoring activities and facilitate timely and quality reporting to internal and external stakeholders.

Essential Job Duties

Provide technical leadership on monitoring and reporting for HMIS system strengthening, including (25%)

  • Working with the RHO, oversee HMIS system use at the regional office and facility-level use of HMIS tools within the Bakool region.
  • Conduct trainings and provide support for Regional Health Office to develop HMIS capacity in the health system.
  • Lead on the compilation and analysis of HMIS data regularly for decision making at the regional level.
  • Develop RHO capacity for data analysis and data use for decision making.
  • Ensure implementation of HMIS data quality improvement procedures (quality checks, facility visits, etc.)
  • Improve facility-level capacity to develop simple, hand-drawn data analytics (ex: charts placed on the wall) and to use of data for decision making

Develop and coordinate MEAL activities across all levels of the program (25%)

  • Develop monitoring, evaluation, accountability and learning (MEAL) framework and plans for the programs, ensuring data systems established can measure progress against the program, log frame indicators.
  • Support in the creation of the project log frames and M&E plans.
  • Support the Technical Manager and Project Manager with the active implementation of their MEAL plans, ensure MEAL plans are updated timely and MEAL findings are in place for all donor reports.
  • Support the implementation and ongoing development of MEAL processes, systems and guidance, including leading the design and rollout of reporting initiatives for the program.
  • Coordinate with field staff to develop tools and methods to improve data collection, for example, surveys, assessment and beneficiary data
  • Link with data and grants management tools developed to collect information and profiling. Support team to use these tools on all projects activities levels. (Excel, SPSS, ODK, ONA, GIS)
  • Draw strategic input from key project stakeholders, including technical and MEAL team, to continuously refine and improve project MEAL approaches.
  • Develop a monitoring calendar for the program for field visits.
  • Support the project team to develop, design and implement the quality data for decision-making.
  • Analyse program data periodically and share back to partners on timely basis.
  • Conduct regular field monitoring visits to ensure data quality and compliance against reporting.
  • Ensure that ACF’s MEAL Minimum Operating Practices are understood and adhered to, completing the annual compliance check, and ensuring areas of weakness are incorporated into country-wide policy and/or practice

Document good practice and actively share lessons learned (25%)

  • Develop a strategy for identifying, reflecting on and disseminating learning internally and externally.
  • Support the program team in organizing and facilitating program planning and learning meetings.
  • Hold regular meetings with project team and regional health office to review data and discuss lessons learned.
  • Compile, analyse and disseminate quantitative and qualitative information for improved programs decision-making.
  • Develop and share monitoring reports with relevant staff (PDM reports, Baseline and end line surveys across the project lifecycle)
  • Review, Compilation and submission of all Monthly activity Progress reports (Qualitative and quantitative APRs for all sectors)

Accountability (25%)

  • Coordinate the design and implementation of accountability systems for the projects working closely with Technical teams
  • Build the capacity of staff to plan and implement effective accountability systems for the country program
  • Ensure feedback mechanisms are in place in all project implementation areas and database on the same created. Document and follow up on feedback and complaints in close collaboration with the CO Accountability and Responsiveness Officer
  • Strengthen the country program’s beneficiary and feedback complaint mechanism and set up new systems as the program extends to new geographical areas
  • Organizational focal point on Core Humanitarian Standards, ensuring local compliance and reviews across all standards. Liaising with responsible persons for accountability, compliance, and risk management.

Supervisory Responsibilities

No supervisory responsibilities for the position. However, it requires strong collaborative and partnership skills to enable working with equivalent or senior level Regional Health Office focal persons.

Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required by contact with the missions, mission security, or other obligations.
  • Must be able to travel as required for standard domestic and international business travel as well as to the missions if appropriate. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.

Required Qualifications

  • Bachelor’s degree in quantitative discipline (preferably in Social Science, Economics, or Statistics)
  • Experience in designing tools and strategies for data collection, analysis and production of reports

Required Skills & Experience

  • A minimum of seven years in HMIS management, health data analysis and development of HMIS quality assurance systems.
  • At least three years’ experience in HMIS capacity development, with a focus on coaching and mentorship, is required
  • Knowledge of major quantitative & qualitative monitoring methodologies and proven ability to design monitoring instrumentation tools
  • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities, in complex emergencies;
  • Experience working in M&E of Health sector in emergency context.
  • Demonstrated data management and analytical skills, with demonstrated experience in managing large data systems.
  • Excellent skills in information/data analysis, including consolidation and analysis of highly diverse data, and report writing.
  • Demonstrated experience in designing MEAL systems, tools and processes in development and emergency contexts.
  • Proven M&E training and capacity-building skills, ideally in supporting partners.
  • Previous experience in survey/baseline and end line design, collection and analysis.
  • High level of proficiency in Windows Excel and/ or Statistical Software (SPSS, STATA, Epi Info, ODK), and some experience in the use of DHIS/use of mobile technology for data collection.
  • Demonstrated experience working with multiple partners and stakeholders
  • Ability to provide technical support and feedback with a high degree of tact and diplomacy.
  • Excellent communication, facilitation, interpersonal and representation skills.
  • Professional proficiency in spoken and written English is required.
  • Previous experience in Somalia desirable.
