Description

The Center for Evaluation and Development’s (C4ED) Ethiopia office is recruiting a manager to lead finance, business development, human resources, procurement and administration, and to support data collection, monitoring and evaluation.

Based in Mannheim, Germany, C4ED’s vision is to improve the lives of the poor and vulnerable by making development interventions more effective. With a strong focus on mixed-methods and rigorous impact evaluations in developing countries, C4ED is one of the leading German research centers in the areas of poverty reduction, microfinance, health insurance, education, humanitarian assistance, and nutrition. C4ED is currently conducting projects all over the world and maintains research relationships with 3ie, GCF, IFAD, ILO, IPA, J-PAL, the World Bank, and UNICEF among others.

Job Description:

Administration / HR

  • Responsible for all matters pertaining to daily functioning of the office
  • Directly line manage two staff working on finances and human resources
  • Responsible for compliance with all local laws and regulations
  • Ensure that hiring, promotion, termination, and compensation levels of national staff are in accordance with local laws and practice
  • Maintain a positive, healthy work environment for all staff

Business Development

  • Prioritize sustainability of the Ethiopia office from financial and resource perspective in alignment with C4ED’s global strategy
  • Spot and proactively pursue new opportunities for program growth and start-up around data collection, monitoring, and evaluation
  • Build diverse network to support potential new programs including but not limited to private foundations, institutional donors, and consortium partners

Financial Management

  • Oversee the financial health and management of the Ethiopia office
  • Through the Global Finance Manager, support all audit processes
  • In coordination with the accounting firm and finance staff, assurance timely completion of monthly financial statements
  • Ensure that procurement policies are respected for all procurement process and ensure that procurement policies are adapted as needed so that policies are fit-for-purpose

Implementation

  • In coordination with the administrative team, oversee the recruitment and selection of enumerators for each data collection exercise.
  • Lead contracting for long-term services such a vehicles
  • Secure all relevant permissions, approvals, and administrative introductions prior to the start of data collection.
  • Enforce proper tracking, management and deployment of assets (phones, tablets, other data collection equipment) in field locations.
  • Make payments for fieldwork expenses and maintaining receipts and other financial records required during the execution of the project.

Requirements:

  • Academic qualifications of at least a Bachelor’s degree in a relevant discipline. Masters preferred.
  • Strong preference for background in data collection, monitoring, and evaluation.
  • Minimum of 5 years of progressively responsible experience including at least two years in a supervisory role.
  • Willingness to travel occasionally to support data collection across the country
  • Excellent interpersonal, communication and writing skills
  • Strong leadership skills and ability to manage teams
  • Demonstrable ability to take initiative and work independently with minimal supervision
  • Strong skills with the Microsoft Office Suite, particularly Microsoft Excel
  • Written and spoken fluency in English required; working knowledge of other local languages is expected
