EU Support to Criminal Justice Reform in Ethiopia

Governance, justice, rule of law and Human Rights are at the core of the EU’s development agenda. The rule of law (enshrined in Article 2 of the Treaty on the European Union) is a prerequisite for protecting fundamental rights and democracy but requires independent, quality and efficient national justice systems.

 

Consequently, and in support of the reform agenda, the EU supports the Ethiopian Criminal Justice and Governance sectors in a number of ways and the programme to which this assignment applies is known as the “Support to Criminal Justice Reform in Ethiopia programme.”

 

The overall objective of the programme is to increase the rule of law, respect for human rights and access to justice for all.

 

The programme commenced with a formal signing of a 3-year grant agreement in March 2021 with the Ethiopian Human Rights Commission (EHRC). The Technical Support element which is designed to support the entire programme commenced a 4-year cycle on 15 October 2021.

 

Directly Awarded Grants with the Ministry of Justice and the Federal Supreme Court and were signed in September 2022 and March 2023, respectively.

 

A 4th Grant, following a call for proposals, was signed with a UNODC Consortium in August 2023.

It has been identified that a number of key institutions, critical to the success of criminal justice reforms are desirous and require support to deliver the broader reform programme.

Under this programme, those institutions are the Ministry of Justice, the Federal Supreme Court, the Ethiopian Human Rights Commission, the Ethiopian Federal Police, UNODC and relevant CSOs operating in the sector.

 

To achieve the objective, the programme has three interlinked and mutually supportive Specific Objectives (outcomes):

1.     Enhanced horizontal and vertical coordination, collaboration, and cooperation between key criminal justice institutions.

2.     Increased effectiveness, efficiency, fairness, and accountability of the criminal justice system.

3.     Improved access to justice for all, in particular, the poor, women and other groups in vulnerable situations.

 

The programme is being implemented via direct grants to:

§  The Federal Supreme Court to enable the Court to implement judicial reforms.

§  The Ministry of Justice to:

§  support the Office in the implementation of reforms included in new laws and policies;

§  allow the Office to play its role in developing new legislation including working manuals on legal aid and in the establishment of a forum of legal aid service providers and monitoring and evaluation of these services.

§  The Ethiopian Human Rights Commission to:

§  Continue to play its oversight role, to provide redress for victims of human rights violations and to hold justice institutions to account;

§  Enhance its role in the coordination of the provision of legal aid by NGOs and university-based law clinics.

The programme has also awarded a grant to a UNODC Consortium for the provision of legal aid; to provide capacity building of legal aid service providers and/or create networks or coalitions, and to monitor and evaluate the progress of the services offered.

 

Supporting the entire programme is a Technical Assistance Unit (TAU).

 

It is important to note, that the principal role of the TAU is that of a separate contract, designed to support the delivery of the Programme results and Strategic Objectives (SOs) by facilitating the implementation of the entire Programme through its own defined activity set. In addition, the TAU supports the Programme, by assisting the beneficiaries with regard to the grant procedure and building their capacity in the implementation of the reform.

 

Generally, providing ongoing technical advice and assistance to institutions in the criminal justice chain is one of the results the TAU is expected to deliver. Based on this, activities are Activities 1.2 and 1.4 of the TAU are under output 1 of the service contract, which focuses on ‘Strengthened strategic planning and coordination process of the beneficiary institutions in the implementation of the criminal justice policy reform’.

ACTIVITY 1.2: Building strategic planning, project management and budgeting capacity and skills within Federal and targeted Regional criminal justice institutions (inc. the EHRC National Inquiry Process) by Provision of targeted expertise, basic and specialized training in strategic planning, project management and budgeting delivered in a participatory and interactive manner.

 

ACTIVITY 1.4: Assist and support the Federal MoJ project management unit and the Federal Supreme Court by technical assistance and capacity-building support to the MoJ Office’s project office management unit and the Federal Supreme Court reform project office to manage and oversee the implementation of the reforms.

 

The key outputs of the two activities focus on supporting criminal justice institutions to incorporate planning, project management, M&E knowledge and skills to effectively implement the reform The Senior Non-Key Expert will directly support the delivery of these activities and achievement of the related output of TAU.


 


Objectives of this Assignment

The objective of this assignment is to contribute to the implementation of TAU Activities 1.2 and 1.4 through the Provision of Specialist Training and Certification in Recognised Project Management Methodology to members of Project Teams and mid-level managers in Ethiopian Criminal justice Institutions involved in the Grants and wider aspects of programme delivery.

 

Description of the Tasks of the Assignment

The TAU, in support of Criminal Justice Reform for Ethiopia, invites a qualified Senior Non-Key Expert (SNKE) to develop and deliver a recognised project management curriculum and training guide on Project Management IN THE AMHARIC LANGUAGE, to up to 40 appropriate members of the Ethiopian Criminal Justice Institutions involved in the delivery of support to the “Support to Criminal Justice Reform in Ethiopia Programme”. The training should end with a recognised accreditation.

 

This consultancy service is intended to:

         Provide training and a standard training guide in the recognised principles and practices of Project Management.

         Provision of accreditation to candidates who meet the approved competency threshold.

 

Key deliverables

1.                 An inception report detailing how the key deliverables will be provided for.

2.                 Provision of a standard training guide in the recognised principles and practices of Project Management.

3.                 At least a one week, in-person training in Addis Ababa for up to 40 participants. Issues to consider should include national and international human rights standards in project delivery; transparency, compliance and accountability and gender sensitivity.

4.                 Final certification in Project Management.

Note. Training and training materials are to be provided in Amharic. All reporting is to be delivered in English.

 

The Contractor must consider the activities indicated in the GIZ/DCAF organisation and methodology and the key performance indicators identified for these specific activities.

 

Throughout the implementation of the assignment, the Expert should be guided by an inclusive and participatory approach that ensures the ownership and involvement of all major counterparts and partners.

 

The SNKE shall also perform any other task broadly related to the assignment, if requested by the TAU.

Required skills and competencies

Required skills and qualifications of the individual consultant include:

Qualifications

§  Batchelor’s degree or above in Business Administration, Project Management or a related field from an accredited higher learning institution

§  An internationally recognised Project Management accreditation.

 General professional experience:

§  At least 5 years’ experience in developing training materials for adult learners and excellent skills in delivering training;

§  Experience in academic research in a relevant field;

§  Excellent analysis, and writing skills;

§  Ability to conduct the assignment with minimum support;

§  Demonstrable interpersonal skills;

§  Excellent communication skills and experience in establishing strong working relationships with a wide range of stakeholders.

§  Advanced computer literacy.

§  Fluency in Amharic and English is required.

§  Ability to work in multidisciplinary, cultural, religious, gender, nationality and age environments.

Specific professional experience:

  • At least 5 years of relevant professional experience in the management of projects using a recognised project management methodology.
  • At least 10 years of general work experience in Ethiopia.
  • Significant experience in designing and delivering Project Management training in the Amharic Language.
  • Experience working with criminal justice system institutions, international donors, or NGOs as a consultant, advisor or other relevant position in Sub-Saharan Africa is an advantage.
  • Familiarity with the Ethiopian criminal justice sector as regards, the rule of law, human rights and access to justice is a strong asset.

 

 

Duration and timeline

 

Location:                         As directed by the TAU, at least 10 of the consultancy days are to be performed in Addis Ababa or elsewhere in Ethiopia as appropriate.
