Malteser International (MI) is the international humanitarian relief agency of the Sovereign Order of Malta. For over 60 years we provide relief and recovery for people during and following conflicts and disasters around the world. Christian values and humanitarian principles form the foundations of our work. In over 30 countries in Africa, the Americas, Asia, Europe, and the Middle East, we support people in need – regardless of their religion, origin, or political convictions.

To support our Risk Mitigation Team and to ensure and further develop our counter fraud system, we are looking for two Regional Integrity Managers – one for the region Asia and English-speaking Africa and one for the region MENA, Ukraine and Francophone Africa.

The Regional Integrity Managers will implement MIs holistic and prevention-focused counter fraud approach including prevention, detection and response and foster a strong organisational anti-corruption culture and highest ethical standards.

Your responsibilities:

  • Identify and evaluate fraud risks within the organisation and its operations (e.g. conduct Fraud Risk Assessments / Employee Survey)
  • Develop, or adapt and implement counter fraud measures
  • Assist HR with Pre-Employment Screening (Reference-, CV- and Background Checks, interviews etc.)
  • Develop context-adapted counter fraud materials (e.g. flyers, guidelines)
  • Train employees on the reporting pathway, counter fraud measures, ethics and relevant rules and regulations (Briefings, Awareness Sessions, Technical Training and Workshops)
  • Provide guidance and counsel on the subject of counter fraud during project development and implementation
  • Maintain and promote the fraud reporting mechanism, manage incoming fraud reports as well as conduct and manage administrative fraud investigations 
  • Participate in regional/sectorial counter fraud initiatives or Community of Practice and events

Your profile:

  • University degree relevant to the position (e.g. Risk Management, Criminology, Law, Finance, Accounting, HR, Logistics, Psychology or Management) or other relevant job training (e.g. law enforcement); holding a recognised certification (e.g. CFE) is a strong asset
  • At least 2 years of experience in conducting (administrative) investigations; previous professional experience in the humanitarian or development sector is a strong asset
  • Proven experience in developing and delivering training, workshops and awareness sessions
  • Experience in conducting (fraud/corruption) risk assessments as well as in developing and implementing counter fraud and counter corruption measures
  • Experience in case or complaint management 
  • High flexibility and stress resilience as well as willingness to travel worldwide on short notice
  • For the region Asia and English-speaking Africa: fluency in English and at least one more dominant language from the region is required (spoken and written)
  • For the region MENA, Ukraine and Francophone Africa: fluency in French and another dominant language from the region is required (spoken and written) as well as a good level of English
