Description

Gavi, the Vaccine Alliance is a public-private partnership committed to saving children’s lives and protecting people’s health by increasing equitable use of vaccines in lower-income countries. The Vaccine Alliance brings together implementing country and donor governments, the World Health Organisation, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation, and other private sector partners. Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines. Since 2000, Gavi has contributed to the immunisation of more than 1 billion children and the prevention of more than 17.3 million future deaths.

THE ROLE

Please note this is a temporary role for 1 year.

Gavi pursues an ambitious mission, operates in a dynamic and often uncertain context, and is set up as an Alliance of partners with a lean Secretariat without in-country presence.

The objective of the role is to revise existing policies but maintain the substance of Gavi’s core policy statements while ensuring straightforward and nonduplicative language, consistency in format, and less rule based and more principle-based guidance that is easily understood by the affected departments and staff in general and to develop “One Gavi” policy hierarchy, architecture, and approval process, including supporting technical solution.

MAIN DUTIES/RESPONSIBILITIES

Main duties and responsibilities include:
• Review current global (cross functional) written standards to gain a baseline understanding of the as is (considering the objectives above);
• Draft and implement Gavi’s Secretariat Policy Management Framework, including policy hierarchy and related policy approval process;
• Together with policy owners, update policies and propose outdated policies for retirement (sunset) together with impact analysis – following future approach;
• Develop templates, instructions and inventory of policies, processes, standards, request and roadmap for functional and department leaders to review, sunset, simplify based on instructions;
• Implement & training in policy governance and management;
• Develop a policy repository / library on the Intranet with an easy search function.

QUALIFICATIONS

ACADEMIC

• University degree in law, global health or development, or related fields;
• Further qualifications in governance and policy management.

WORK EXPERIENCE

• Minimum of 8 years of professional experience in governance, legal and compliance.

SKILLS/COMPETENCIES

• Excellent ability to structure and synthesise information with attention to detail;
• Excellent analytical and systems thinking and demonstrated problem-solving skills;
• Proven track record in change management in Alliance work, Corporate legal function or compliance, Public Health;
• Excellent communication and stakeholder management skills;
• Intercultural proficiency;
• Precision and ability to work effectively with large quantities of information;
• Interdisciplinary mindset with a broad interest in various fields and eagerness to learn;
• Pragmatic hands-on management style and the ability to reduce complexity and deliver results;
• Ability to work autonomously, under pressure, demonstrating initiative and flexibility;
• Team player able to establish working relationships with many teams in a multicultural environment;
• Excellent writing skills and attention for detail;
• Competence with digital tools and ability to work quickly and accurately with them;
• Willingness to work in a fast-paced, ambiguous and constantly changing environment.

LANGUAGE

• Written and spoken fluency in English;
• French and other languages are an asset.
