Description

The Center for Evaluation and Development is a non-profit, charitable organisation that researches which programmes and policies are successful in development cooperation. The Center contributes to the alleviation of need and poverty in the Global South and to sustainable development. The Center cooperates with organisations such as the European Union, UNICEF, ILO, World Bank, World Food Programme (WFP), WHO, UN Climate Fund, Bread for the World, KfW and GIZ.

C4ED is currently seeking for candidates for Monitoring Lead position for an upcoming tender for a major Monitoring, Evaluation and Learning (MEL) project in Pakistan. 

Key responsibilities of the Monitoring Lead:

  • In coordination with the Team Leader and relevant stakeholders design, develop and deliver a MEL approach and systems as related to adaptive and shock responsive social protection at the provincial and community levels, and on the federal level on the other hand.
  • Responsible for the timeliness and quality of written deliverables in the area of monitoring and evaluation of shock-responsive social protection initiatives required by the Client.
  • Support development / refining programme approaches, monitoring infrastructure. In case of need review Key Performance Indicators.
  • Support development and implementation of regular data verification exercises and reporting.
  • Support quality assurance of evidence generation. 
  • Contribute when appropriate to performance improvement plans on the basis of lessons learnt during the monitoring.

Requirements to the Candidate's profile: 

Education and skills

  • An advanced degree in a relevant field or relevant professional experience in MEL and/or research
  • Demonstrated working proficiency in written and oral English is required.
  • Strong organisational and work prioritisation skills.
  • Strong communication and people management skills

General professional experience:

  • Significant experience in designing MEL and/or research programmes.
  • Experience designing theories of change and logical framework matrices, and contributing to monitoring, evaluation and learning.
  • Proven leadership in the design, management, implementation, and findings dissemination for MEL or research programmes.
  • Experience in leading / participating in verification exercises.
  • Demonstrated skills in communicating complex analytical findings and methodologies to a wide range of audiences.
  • Capacity to coordinate with the various stakeholders, including national and provincial Government and community authorities.
  • Experience managing a range of stakeholders to develop agreements in approaches and strategy.

Specific professional experience:

  • Familiarity with requirements to MEL by major donors, reporting, and data quality requirements preferred.
  • Experience working with senior-level officials from the government and rural communities in Pakistan.
  • Demonstrated experience of leading and delivering MEL and/or research programmes in Pakistan
  • Demonstrated ability in working independently and as part of a team both in-person and remotely.
