Lusophone Commercial Expert

For our on-going Projects in Mozambique we are looking for  a Commercial Experts.

The objective of the Technical Assistance is to support with a pool of experts the Water Utilities to consolidate the corporatization process, improve operational efficiency to meet the performance standards, comply with the regulatory requirements and prepare the utilities to enter into partnership with private operators and investors.

The anticipated areas of technical improvement include, but are not limited to, the following:

• Technical assistance and capacity building to the Senior Management Team of the Water Utilities.
• Technical assistance and capacity building to help the Water Utilities to ensure that they have the expertise to implement and update those plans, policies, programs, etc..
• Should also improve Non-Revenue Water (NRW). NRW levels need to be reduced to improve ROCs efficiency and profitability. The ROCc as a whole, but particularly the Senior Management Team need to understand the causes of NRW, and potential remedies, with technical and commercial causes identified and separated (e.g. defective meters, meter tampering, illegal connections, administrative failures etc).
• Should also improve Billing and collection. Billing and collection activities are closely related to NRW reduction. Improvements in billing and collection should have an immediate impact on ROCs revenue streams and should also encourage commercial and operational efficiencies for expanding and improving the quality of services. Effective billing and collection practices depend on many factors, including customer databases, the extent of metered and unmetered service provision, tariff and billing policies and structures, delivery of bills, and facilities for customer payments. An automated end-to-end process should be considered.

The Commercial Expert must have the following profile:

• Qualified expert with University Degree on business management, engineering or other relevant field with at least 10 years’ experience as a water utility commercial manager of which 6 years in developing countries.
• The candidate should demonstrate experience in effective billing and collection practices, customer databases, metered and unmetered service provision, tariff and billing policies and structures, delivery of bills, and facilities for customer payments.
• The candidate should demonstrate experience in at least 3 assignment similar nature and size.
• Fluency in Portuguese AND English.
