Description

 Supervision and (partly remote) management of the construction     and renovation of different construction sites in Madagascar

Context

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German federal enterprise. GIZ supports the Federal German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ operates in more than 130 countries around the globe. In Madagascar, GIZ has been working for more than 50 years.

GIZ is mandated by the Federal Ministry for Economic Cooperation and Development (BMZ) with the project "Adaptation of agricultural value chains to climate change (PrAda I 2017 – 2022 and PrAda II 2022 - 2025). The project is co-financed by the European Union through the "Programme to Support the Financing of Agriculture and Inclusive Value chains" (AFAFI Sud). PrAda operates at national level as well as in three regions in the south and south-east of Madagascar: Androy, Anosy and Atsimo Atsinanana. The project is run under the supervision of the Ministry of Agriculture and Livestock (MINAE) and its main aim is to improve the performance of players in selected agricultural value chains, which are particularly vulnerable to climate change.

We are looking for an international technical expert who will coordinate and support the construction/renovation of seven construction sites (5 constructions and 2 rehabilitations of landing stages and a fish market, including the installation of associated equipment (solar systems, furnishings, etc.). Some information about the sites can be found in the report “Identification des mesures et dispositifs d’appui direct aux actions de la chaîne de valeur Pêche” (Annexe 1) and “Résumé technique sur la présentation des études réalisés pour les constructions des débarcadères” (Annexe 2). The total volume for the construction sites is approximately 700.000 to 800.000 €. The construction component is part of a project to improve the livelihoods of the rural population in the south of Madagascar via the establishment of fishery value chains. The objective is to minimize post-catch losses with cooling, storing and transformation methods as well as access to the local, regional, national and international markets. The project is implemented through the German Government and the EU with a maximal duration until March 2025. Therefore, the construction sites should be terminated latest by 31.12.2024.

          

0.           Tasks to be performed by the technical expert

 The technical expert is responsible for providing the following services:

·          Review of all studies and plans and assessment of feasibility and time requirements in cooperation with the local experts and the programme management on site.

·          Based on these results, an operational plan is developed

·          Monitoring and coordination of this operational plan and the incl. budget monitoring

·          Analyses of eventually needed national/regional/international support in form of another consultancy

·          Arrange and coordinate necessary technical surveys e.g. soil and structural analysis.

·          Ensure compliance of the constructions with applicable national construction laws.

·      Coordinate the prepared design with the involved stakeholders and ensure the final planning documents meet the agreed requirements.

·          Validate construction designs, drawings, surveys, specifications and bills of quantities before activities are implemented.

·          Manage the preparation of tender documents for the 8 infrastructure sites and manage the award processes in line with GIZ regulations in close cooperation with the GIZ country office and headquarters.

·          Develop operator models for the construction measures that serve to achieve the intended effects. This also includes possible partnerships with the private sector to organize and ensure access to markets.

·          Monitor progress of construction work and ensure quality compliance with the approved drawings and specifications through regular site visits for supervision, in close coordination with PrAda national staff (Antenna office leaders, Fisheries Expert, Civil Engineer, Admin-Experts) and other technical experts.

·          Provide regular feedback as well as a final report on progress, quality of constructions and possible challenges to the GIZ contact person. (incl. Budget Monitoring)

·          Support the monitoring of the corresponding project budget, costs and expenditures, accounting processes and invoicing in line with the requirements of GIZ. Check reports and invoices of contractors against original budgets and proposals.

·          Report regularly to GIZ in accordance with the current AVB of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

·          Manage the final acceptance and taking over of the construction works, handover to the user and if necessary, rectification of deficiencies.

·          Coordination of the final documentation phase; in particular hand in relevant documents (e.g. implementation concept, architectural plans and technical tender documents) for review and approval to GIZ’s Construction Section;

·          Support the monitoring and evaluation of the construction component, i.e. compilation of information and photo documentation for relevant Monitoring and Evaluation reports in French and/or English; provide inputs to reports to GIZ’s commissioning parties

·          Ensures effective overall communication and sharing of information on construction processes including presentations to different stakeholders.

 

In addition to the reports required by GIZ in accordance with the General Terms and Conditions of Contract for supplying services and work, the technical expert submits the following reports:

·        Brief quarterly or half-yearly reports on the implementation status of the project

      The anticipated period of assignment is from 15.02.2024 to 31.03.2025. The number of days for the above-mentioned tasks will be dispatched flexibly along the whole duration of the contract.
